Council Chair Seth Fleetwood called the meeting to order at 6:15 p.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.

I. STRATEGY PLANNING DISCUSSION AND POSITIONS TO BE TAKEN
REGARDING COLLECTIVE BARGAINING (AB2009 -282)
Caskey- Schreiber moved to go into executive session to discuss this item until
6:30 p.m.
Motion carried 7 -0.
OPEN DISCUSSION
1. UPDATE FROM WHATCOM COUNTY PUBLIC WORKS ON POINTS RECYCLING
AND REFUSE (AB2009 -018)
Dan Gibson, Prosecutor's Office, gave a staff report. As of June 30, curbside
collection will likely cease in Point Roberts. Mr. Wilkowski is still leasing the transfer site,
but he is not mandated to cancel that lease. They must decide what to do in the short-term
and long -term. They've discussed having Sanitary Services Company (SSC) or a similar
company provide the service.
Jon Hutchings, Public Works Department, gave a staff report.
Discussion included whether the Utilities and Transportation Commission (UTC) can
issue an emergency, temporary G certificate; whether Mr. Gallatley could step in on
residential service; the UTC process and options to prevent a lapse in service; whether
someone can provide the service on the open market; whether the County agreed with Mr.
Wilkowski's improvements; having a competitive process if no one is able to obtain a G
certificate; whether the County could conceivably go through a covenant domain and
condemnation; the process by which the County is allowed to contract with someone to
operate the transfer station; staff providing public education to Point Roberts residents
about what's going on; the timeline for all these processes; appointing someone temporarily
on an emergency basis, and; not interfering with the UTC process.
