Council Member Carl Weimer called the meeting to order at 6:00 p.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.

Caskey- Schreiber moved to go into executive session for 30 minutes to discuss
this item.

1. ANNUAL REORGANIZATION OF THE WHATCOM COUNTY COUNCIL (AB2009-
021)
Caskey- Schreiber nominated Fleetwood for Council Chair.
Weimer nominated to all open positions all councilmembers who indicated an interest
in those positions according to the substitute preference chart submitted earlier in the day.

20 2. DISCUSSION REGARDING THE WHATCOM COUNTY LAW AND JUSTICE 2008
21 PLAN UPDATE AS SUBMITTED BY THE WHATCOM COUNTY LAW AND JUSTICE
22 COUNCIL (AB2008 -367)

24 Weimer stated the Council didn't adopt this, only discussed it.

26 Crawford stated all the County Council had to do was accept the plan, according to
27 the bylaws.

29 Fleetwood stated that's incorrect. The resolution specifically says that it ' shall be
30 presented to the Council for adoption. The Council did not adopt it. He talked to the
31 members of the Law and Justice Council. They all recognize there isn't enough money to
32 fund the plan, which was the primary reason the County Council didn't want to adopt the
33 plan. It's still worthwhile to adopt and use as a template to follow. The law and justice
34 community would like the respect of having this adopted.

36 Nelson stated the Law and Justice Council didn't set up criteria for prioritization. It
37 was just a wish list of items. He's disappointed in the outcome of the document, which
38 doesn't provide help.

40 Brenner stated the Law and Justice Council ought to prioritize the, items in: the plan;
41 The County Council should give some direction on how many should be a priority. She
42 won't vote for the plan the way it is.

44 Crawford stated it is a well done and comprehensive plan. However, it did need
45 better prioritization. That will be difficult. The plan should have better direction if it is to be
46 meaningful. It doesn't make sense to adopt something that isn't meaningful.

48 Kelly stated he agrees with Councilmember Fleetwood. The County Council should
49 not delegate an important decision like the jail. The County Council must take the next step
50 and prioritize these items. The plan helps the County Council do that. He asked if the
51 County Council can adopt the plan with a caveat about the lack of available funding.

Crawford stated that once the Law and Justice Council prioritizes the items in the
plan, it will be up to the County Council to agree with the priorities. He doesn't know if he
would adopt the Law and Justice Council priority.
Brenner stated she wants a clearer idea of the highest priority.
Kelly stated the County Council should do something with the plan, and not ignore it.
Nelson stated assign the plan to the Public Works Committee to work on it. Set up
criteria, discuss and identify funding and resources, and then prioritize the items.
Crawford stated he could write a resolution explaining why the County Council didn't
adopt the plan and promising to look at the plan again in the future if the Law and Justice
Council revises and resubmits the plan.
Weimer stated the Law and Justice Council should work with the administration to
prioritize the items in the plan and identify funding.
Brenner stated she would like Councilmember Crawford to phrase the resolution in
the positive, not the negative.
