CALL TO ORDER
Council Chair Sam Crawford called the meeting to order at 2:16 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (2:16:03 PM)
Present: Barbara Brenner, Sam Crawford, Bill Knutzen and Carl Weimer.
Absent: Ken Mann, Kathy Kershner and L. Ward Nelson.
1. DISCUSSION OF A PROPOSED ORDINANCE AMENDING WHATCOM COUNTY
CODE 2.03, BOARDS AND COMMISSIONS (AB2010 -1438)
Crawford stated there is a substitute Exhibit A to the ordinance.
Brenner moved to move Section 2.03.010 to Section 2.02 of the code.
The motion carried by the following vote:
Ayes: Brenner, Crawford, Knutzen and Weimer (4)
Nays: None (0)
Absent: Mann, Kershner and Nelson (3)
Brenner moved to amend to change the title of 2.03.010 as shown in the substitute
version of Exhibit A, "2.03.010 Election of councilmembers as representatives to various
boards and committees."
The motion carried by the following vote:
Ayes: Brenner, Crawford, Knutzen and Weimer (4)
Nays: None (0)
Absent: Mann, Kershner and Nelson (3)
Brenner moved to amend 2.03.020 as shown in the substitute version of Exhibit A:

C. The terms of all appointments to boards, committees and commissions of
non - councilmembers made by the council shall expire on January 31s' of
the specified year, except for those appointments made to fill an
incomplete term in which case it shall be for the balance of that term.

Knutzen moved to amend 2.03.030 as shown in the substitute version of Exhibit A,
with one change to 2.03.03, "No board, commission or committee member shall serve more
than two consecutive full terms; however, after serving two consecutive full terms a citizen
may become eligible for re- appointment to a board, commission or committee after a one -
year period of separation from the respective board, commission or committee on which
they have previously served. The first term of all members appointed to a newly created
board, commission or committee shall be considered a full term for the purpose of this
section, regardless of initial stammered term length."
The motion carried by the following vote:
Ayes: Brenner, Crawford, Knutzen and Weimer (4)

Absent: Mann, Kershner and Nelson (3)
Crawford moved to amend 2.03.060 as shown in the substitute version of Exhibit
A, with one change, "...council meeting at which nominations and possible vote to appoint
are scheduled to occur. Councilmembers ... at large. At a subsequent meeting,
aAppointment of the nominees shall occur by an affirmative...."
The motion carried by the following vote:
Ayes: Brenner, Crawford, Knutzen and Weimer (4)
Nays: None (0)
Absent: Mann, Kershner and Nelson (3)
Brenner moved to amend 2.03.070(B) as shown in the substitute version of Exhibit
A, "Confirmation or rejections shall be by an affirmative vote by a
majority of the entire council."
The motion carried by the following vote:
Ayes: Brenner, Crawford, Knutzen and Weimer (4)
Nays: None (0)
Absent: Mann, Kershner and Nelson (3)
