CALL TO ORDER
Committee Member Ken Mann called the meeting to order at 2:59 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (2:59:45 PM)
Present: Ken Mann and Barbara Brenner.
Absent: Bill Knutzen.
Also Present: Sam Crawford.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING REZONE OF APPROXIMATELY 789 ACRES IN THE
BIRCH BAY AREA FROM ONE UNIT PER 10 ACRES (1110) TO ONE UNIT PER
FIVE ACRES (115) (AB2010 -352) (2:59:52 PM)
Tyler Schroeder, Planning and Development Services Department, gave a staff
report.
Crawford stated he brought this forward. Much of this area was zoned urban
residential, four units per acre (UR4), but was rezoned last November, a 4000 percent
zoning decrease. The need to rezone to one home per ten acres (R10A) is unnecessary.
There's no reason. Adjacent areas are zoned one home per five acres (R5A). Policy 2GG -4
is not appropriate in this case.
Discussion included delaying this until they're done with the rural element; the
history of this area's zoning; the ownership of the areas; the historical use of the properties,
and; protecting the owner's value at R5A.
Brenner moved to hold in committee until they have completed the Rural Element.
The motion carried by the following vote:
Ayes: Mann and Brenner (2)

2. ORDINANCE AMENDING THE WHATCOM COUNTY COMPREHENSIVE PLAN,
CHAPTER 4, CAPITAL FACILITIES, FOR FIRE PROTECTION LEVEL OF
SERVICE (AB2010 -370) (3:15:30 PM)
Warner Webb, Planning and Development Services Department, gave a staff report
and stated include the definition of staff station as shown on Council packet page 211 in
Exhibit A, as the Planning Commission recommended, "Staffed station shall be a fire station
that is staffed 24 hours a day 7 days a week 365 days a year. Staff may be paid, volunteer,
or a combination of the two." Leaving it out of Exhibit A was a scrivener's error.

Brenner moved to amend to correct the scrivener's error to add to Policy 4H -4 on
Council packet page 203, "Staffed station shall be a fire station that is staffed 24 hours a
day 7 days a week 365 days a year. Staff may be paid, volunteer or a combination of the
two."
Discussion included getting a presentation on setting fire service levels of service;
whether they are required by Growth Management to establish a fire level of service, and;
community input on the level of service; whether the Council needs a public hearing.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE (WCC) TITLE 20 TO
REVISE WCC 20.15, COMMERCIAL MUSHROOM SUBSTRATE PRODUCTION
FACILITIES (AB2010 -356) (3:33:09 PM)
Alex Cleanthus, Planning and Development Services Department, gave a staff report.
The following person answered questions:
• Jeff Hegedus, Health Department
Discussion included whether there are commercial mushroom substrate production
facilities that use this type of wood -based production and the Health Board public hearing
on this issue.
Brenner moved to recommend approval to the full Council.
