CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:20 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (3 :20 :45 PM)
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
Also Present: Sam Crawford, Carl Weimer and Kathy Kershner.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE ADOPTING THE FOOTHILLS SUBAREA PLAN AND RELATED
AMENDMENTS TO THE WHATCOM COUNTY COMPREHENSIVE PLAN AND
OFFICIAL ZONING ORDINANCE AND MAPS (AB2010 -343) (3 :21 :40 PM)
Matt Aamot, Planning and Development Services Department, submitted and read
from a presentation (on file) and gave a staff report describing the subarea plan
recommendations.
Discussion included whether there is a study of median residential unit price more
recent than 2006; whether there has been any funding from the State for a roundabout in
Kendall; job allocations for the subarea; the Growth Management Act (GMA) planning goals
for the subarea; not increasing the population projection at this time due to the planning
work that needs to be done; whether the population allocation is consistent with the size of
the urban growth area (UGA); whether capital facilities plans are a limiting factor to the
population growth; (3 :52 :36 PM) the advisory committee decision regarding Glacier Creek
Road adding 14 acres to the Mt. Baker Rim, and; whether or not they can hold this item
until the Rural Element is complete.
Kershner stated keep this in committee until the Council has finished the limited
areas of more intense rural development (LAMIRDs). Much in the plan is based on LAMIRD
decisions.
Mann moved to hold in committee until the Rural Element review (AB2010 -072A) is
complete.
The motion carried by the following vote:
Ayes: Mann and Brenner (2)
Nays: Knutzen (1)
