CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:03 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (3:03:52 PM)
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
Also Present: Sam Crawford.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A PROPOSED RESOLUTION APPROVING THE
WHATCOM COUNTY PEDESTRIAN AND BICYCLE PLAN (AB2010 -381)
The following people answered questions:
• Gary Davis, Planning and Development Services Department
• Scott Thompson, Pedestrian and Bicycle Plan Advisory Committee Member,
submitted handouts for additional language (on file).
• Joe Rutan, Public Works Department
• Ellen Barton, Pedestrian and Bicycle Plan Advisory Committee Member
• Rodney Vandersypen, Public Works Department
Discussion included the reason for requiring sidewalks in rural areas; the reason for
requiring windows next to sidewalk areas; advisory committee recommendations regarding
sidewalks and windows in buildings; the difference in cost between a sidewalk and
pedestrian path; the intent for sloped driveways with marked color cross walk areas, and;
scrivener's errors.
Brenner moved to add the language as shown in the handout (on file), with added
language, "Where financially feasible, Whatcom County should endeavor to provide safe
pedestrian facilities in all new construction and ... from motorized traffic."
The motion carried by the following vote:

Brenner moved to add language as shown in the handout (on file), as amended,

Mann moved to approve language the second handout, 'BAs county
population... design applications." and amend other language, "Commercial buildings should
be adjacent to the walkway...."

Brenner moved to hold in committee for two weeks.

Davis stated that staff will work with advisory committee members to bring forward
a clean copy, including corrected scrivener's errors, in two weeks.
2. DISCUSSION REGARDING A PROPOSED ORDINANCE AMENDING WHATCOM
COUNTY'S OFFICIAL TITLE 20 ZONING MAP, REZONING APPROXIMATELY
770 ACRES ADJACENT TO THE BIRCH BAY UGA FROM RURAL ONE UNIT PER
10 ACRES (11110) TO RURAL ONE UNIT PER FIVE ACRES (1115) (AB2010 -403)
(3:48:26 PM)
Tyler Schroeder, Planning and Development Services Department, gave a staff
report.
Brenner moved to add a Finding of Fact from the staff report about this creating 23
lots "Parcels of this size account for approximately 58 percent of the area under the
rezone... if the subject area is rezoned to R5A, approximately 23 parcels could be further
subdivided into five -acre pieces." She would like the finding to say how many lots could be
created. Schroeder stated it would take more research to determine how many lots could
be created.
Crawford stated it would result in about 37 to 47 new, additional parcels.
Brenner withdrew her motion.
