ROLL CALL (3:05 :05 PM) Present: Ken Mann, Bill Knutzen and Barbara Brenner. Absent: None. Also Present: Sam Crawford and Carl Weimer. COMMITTEE DISCUSSION 1. RESOLUTION APPROVING THE WHATCOM COUNTY PEDESTRIAN AND BICYCLE PLAN (AB2010 -381) Gary Davis, Planning and Development Services Department, submitted the plan's project map (on file) and gave a staff report. Amend language on Council packet page 48 in the State Route Policy section, "I+R add+tien, As part of the identification of "Complete Streets" needs, state routes that pass by schools, libraries, markets, etc. adjacent to clustered housing shall develop strategies for must be pFevided with pedestrian facilities that support all modes of transportation choices that that are aetually sepaFated and reasenable safe te accommodate citizens of all age groups and ability levels. (3 :10 :40 PM) The State recommends removing item 18 on Council packet page 52. The State has determined it's not feasible. The following person answered questions: Rodney Vandersypen, Public Works Department Discussion included adding sidewalks to rural roads when they're constructed; whether references to the "Complete Streets" program are appropriate; why this item was scheduled before the Planning Committee instead of the Public Works Committee; criteria for building bike paths when building new roads; sidewalks in rural areas; creating an urbanized ideal in rural areas; focusing shared use paths instead of sidewalks; the reason for recommendations that new buildings be built with windows on the ground floor, to make pedestrians feel more protected; how the Public Works Department would use this document, and; whether this needs to be approved right away. Brenner stated remove all references to sidewalks except in specifically urban zones. Mann asked for a presentation on the Complete Streets program. At that point, make changes and send it forward or send it back to BPAC. Crawford stated get rid of the stuff about sidewalks, and focus on trails. Focus on connecting pedestrian opportunities between one local city and another. Focus on the Nooksack Loop. The motion to hold in committee carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) OTHER BUSINESS There was no other business.
