ROLL CALL (12:00:09 PM) Present: Kathy Kershner, Ken Mann and Carl Weimer. Absent: None. Also Present: Barbara Brenner and Sam Crawford. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE AMENDING THE 2010 WHATCOM COUNTY BUDGET, SIXTEENTH REQUEST, IN THE AMOUNT OF $709,000 (AB2010 -360) Weimer moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) 2. ORDINANCE AMENDING THE 2010 WHATCOM COUNTY PROJECT BUDGET, FOURTH REQUEST, IN THE AMOUNT OF $5,292,436 (AB2010 -361) (12:00:49 PM) Kershner moved to recommend approval to the full Council. Discussion included the benefits of having the facility and concerns about ongoing operating costs. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. RESOLUTION ORDERING THE CANCELLATION OF ACCOUNTS RECEIVABLE MORE THAN ONE YEAR OLD (AB2010 -365) (12 :02 :55 PM) Weimer moved to recommend approval to the full Council. RESOLUTION ORDERING THE CANCELLATION OF WARRANTS MORE THAN ONE YEAR OLD (AB2010 -366) (12:03:54 PM) Weimer moved to recommend approval to the full Council. The following people answered questions: • Brad Bennett, Administrative Services Department • Dewey Desler, Deputy Administrator Discussion included a general description of the warrants. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID 10 -70 AND ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND LOW BIDDER, TIGER CONSTRUCTION, LTD FOR THE CONSTRUCTION OF THE EAST WHATCOM REGIONAL RESOURCE CENTER IN THE AMOUNT OF $4,053,422.21 (AB2010 -364A) (12 :05:42 PM) Weimer moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) 4. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A PROFESSIONAL DESIGN SERVICES AGREEMENT BETWEEN WHATCOM COUNTY AND REICHHARDT & EBE ENGINEERING, INC. FOR PROFESSIONAL DESIGN SERVICES FOR LILY POINT MARINE PARK IN THE AMOUNT OF $63,401.83 (AB2010 -367) (12:06 :11 PM) Weimer moved to recommend approval to the full Council. The following person answered questions: • Mike McFarland, Parks and Recreation Department Director Discussion included the funding source for construction. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) 5. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND AVOCET ENVIRONMENTAL TESTING FOR MONITORING OF WATER QUALITY IN THE BIRCH BAY Finance and Administrative Services Committee, 10/26/2010, Page 2 WATERSHED IN AN AMOUNT NOT TO EXCEED $41,937 (AB2010 -368) (12:07 :24 PM) Weimer moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) 6. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON STATE DEPARTMENT OF ECOLOGY FOR GRANT FUNDING TO EXPAND STORMWATER PROGRAMS TO MEET COMPLIANCE REQUIREMENTS RELATED TO NPDES PHASE II PERMIT IN THE AMOUNT OF $295,339 (AB2010 -369) (12 :07 :54 PM) Kershner moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Kershner, Mann and Weimer (3) Nays: None (0) OTHER BUSINESS There was no other business.
