SPECIAL PRESENTATION BY HEALTH DEPARTMENT HOUSING SPECIALIST GAIL DE HOOG AND WHATCOM HOMELESS SERVICE CENTER DIRECTOR GREG WINTER ON ENDING HOMELESSNESS IN WHATCOM COUNTY (AB2010 -261) Gail de Hoog, Health Department, read from the presentation in the Council packet (on file). Greg Winter, Whatcom Homeless Service Center Director, continued to read the presentation. De Hoog concluded the presentation on the next steps. Discussion included (11:26 :46 AM) reaching out to faith -based organizations in the community that are already helping the homeless community; whether there are plans to reach out to employers in the community to help the chronically homeless or recent jail inmates be productive; identifying how many of the chronic homeless are originally from Whatcom County and how many are from elsewhere; whether it's possible to completely end homelessness; whether a stellar program would attract more homeless to the community; the success of the City Gate complex; the differences between low and high barriers to housing; whether or not they should consider doubling up as a solution; whether the County funds any Homeless Service Center projects; the demographics of the homeless; whether and how they deal with undocumented aliens; whether the County collects the six percent for administrative costs; permanent support of housing, and; whether they are working at all with the Kulshan Community Land Trust. UPDATE FROM THE ADMINISTRATION ON WHATCOM COUNTY ]AIL ISSUES (AB2010 -260) (12 :03 :55 PM) Dewey Desler, Deputy Administrator, gave a staff report and submitted and read from a presentation (on file) on the replacement of failing fire and security systems at the main jail. The following people answered questions: • Mike Russell, Administrative Services Department • Wendy Jones, Sheriff's Office Discussion included sustaining the current operation in the midst of plans to build a new jail; the source of funding; the use of the current jail after a new jail is built; finding parts for the systems; federal government funding due to the County's location on the national border; whether the City has any responsibility to help with bond funding, and; the cost of the consultant. Desler gave a staff report and submitted and read from a presentation (on file) on the site selection program for a new jail. He explained the site requirements. (12 :31 :01 PM) The following people answered questions: • Mike Russell, Administrative Services Department • Wendy Jones, Sheriff's Office Discussion included the cost of operating possible horizontal and vertical jail designs; how many jail beds they will need in the future; whether or not the jail facility will include work release and all security levels; jail population increases; existing reports detailing future jail size needs; choosing a location downtown versus another location, and; restraining the demand for jail services by expanding alternative corrections programs and treatment programs. Desler continued the presentation on design locations and options. (12 :52 :29 PM) Russell continued to read the presentation on the benefits and issues of each original candidate site, evaluating final site candidates; the characteristics of final site candidates, including wetlands, water and sewer; evaluating final sites and compiling data; conceptual designs, and; next steps. Discussion included proximity to schools; wetland mitigation; ingress and egress; getting water service from the City of Bellingham; whether the main seat of government must be in the City; working with all the jurisdictions; releasing reports to the public; whether it would be feasible to develop a new jail in the downtown core; attorney access to inmates; an opportunity to locate the Sheriff in a more convenient place in the county; prior council direction; the feedback from the neighborhood on the interim jail; the effects of required lighting on the neighborhood, and; low impact designs.
