CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 11:02 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (11 :02 :12 AM)
Present: Kathy Kershner, Ken Mann and Carl Weimer.
Absent: None.
Also Present: Barbara Brenner, Bill Knutzen and Sam Crawford.
COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO AN
INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND NORTHWEST
PARK AND RECREATION DISTRICT #2 FOR THE OPERATION OF THE
GYMNASIUM AND PLAYGROUND AT BAY HORIZON PARK (AB2010 -265)
Weimer moved to recommend approval to the full Council.
Discussion included the cost of a project manager and the entire process; who is
responsible for park and building maintenance, and; rental use by private camps, the public,
and other organizations.
The following person answered questions:
• Mike McFarland, Parks and Recreation Department Director
The motion carried by the following vote:

2. RESOLUTION AMENDING CRP NO. 909010 AND AUTHORIZING ADDITIONAL
FUNDS AND APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND LOW BIDDER, STRIDER
CONSTRUCTION CO., INC, FOR NORTHWEST DRIVE CULVERT REPLACEMENT
AT BEAR CREEK, IN THE AMOUNT OF $307,680 (AB2010 -266) (11 :09 :17 AM)
Weimer moved to recommend approval to the full Council.
Discussion included restrictions on change orders.

SOLUTIONS FOR PREVENTATIVE MAINTENANCE FOR ELECTRONIC
FINGERPRINT MACHINES, AND STORE AND FORWARD MACHINE, IN AN
AMOUNT NOT TO EXCEED $26,056.28 (AB2010 -267) (11 :11 :28 AM)
Kershner moved to recommend approval to the full Council.

OTHER BUSINESS
Dewey Desler, Deputy administrator, submitted a handout (on file) on the American
Recovery and Reinvestment Act (ARRA) Whatcom County Bond Projects. The County may
apply for federal bonds with significant discounted interest rates.
The administration plans the first bond for major repairs at the Civic Center Building
to make it more energy efficient. It will be a 15- or 20 -year bond. A specialized
engineering firm and local folks will do an assessment. The second bond has to do with jail
controls and emergency systems. The third bond is in concert with the Port of Bellingham.
The County currently has three bonds that will soon be paid. None of the costs would be a
drag on the general fund.
Discussion included how improvements to jail controls are considered economic
development; the potential interest rates on the bonds; implications from being out of
compliance with State law; any reasons why the County would not want to apply;
(11 :24 :46 AM) adding the Civic Center to the Community Economic Development Strategy
(CEDS) list, and; whether the County has money in the fund to pay for the bonds.
Kershner asked if the Point Roberts floating dock issue is coming forward. Desler
stated it would come up through the Parks Department as a Parks Department facility.
Crawford stated look at this issue through the Parks Department Comprehensive
Plan.
