The following people answered questions: • Wendy Wefer - Clinton, Administrative Services Department • Dewey Desler, Deputy Administrator Discussion included a description of the reclassification, realignment, and merit step items; whether they are going to let people carryover 2010 vacation; County employees obligation to make sacrifices; the importance of rewarding good performance; the guidelines used to determine merit steps; whether use of the program could make some staff feel slighted, and; the effect of freezing salaries of unrepresented employees when they haven't decided on other employees. Kershner moved to strike 4.13 to retain nomination for merit step. There are strict guidelines. It's a good tool for mangers during this time they're asking people to do more during this time of cuts. She withdrew her motion, and may make the motion at the evening meeting. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY, CITY OF BELLINGHAM, THE PORT OF BELLINGHAM AND THE INDUSTRIAL CORPORATION OF THE PORT OF BELLINGHAM TO PROVIDE A COORDINATED APPROACH TO FUNDING AND CONTRACTING WITH ECONOMIC DEVELOPMENT SERVICE PROVIDERS (AB2010 -409) (11:28:14 AM) Weimer moved to recommend approval to the full Council. The following person answered questions: Dewey Desler, Deputy Administrator Discussion included the service providers that have been consulted; whether there is an agreement; the allocations committee; how the money is currently used; who would decide on the projects; clarifying that the allocations committee decides on the service providers; funds used by the other organizations; using Economic Development Investment (EDI) funds; the County taking are more active role in economic development; not micromanaging the money; the status of the existing Economic Development Council and Chamber of Commerce, and; whether the County should wait for the merger. Weimer amended his motion and moved to recommend approval with one amendment, "4. ... appropriations under this affeement enly as allocated by the committee." Larson stated they need to double check the math and percentages in the document, because they don't match.
