Council Chair Sam Crawford called the meeting to order at 6:30 p.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.
Present: Barbara Brenner, Sam Crawford, Kathy Kershner, Bill Knutzen, Ken Mann, L.
Ward Nelson and Carl Weimer
Absent: None
1. CONSIDERATION OF APPEAL OF HEARING EXAMINER'S DECISION FILED BY
DAVID MANN, ATTORNEY FOR FRIENDS OF NOOKSACK SAMISH
WATERSHED, REGARDING APPEAL OF MITIGATED THRESHOLD
DETERMINATION OF NON - SIGNIFICANCE UNDER SEPA FOR THE CONCRETE
NOR'WEST PROPOSED AMENDMENT TO THE COMPREHENSIVE PLAN MAP
(AB2010 -263)
2. CONSIDERATION OF APPEAL OF HEARING EXAMINER'S DECISION FILED BY
BRADLEY SWANSON, ATTORNEY FOR SOUND PACIFIC RESOURCES,
REGARDING APPEAL OF BIRCH BAY WATERSHED AND AQUATIC RESOURCES
MANAGEMENT DISTRICT MANAGER'S FINAL DECISION REGARDING A
SERVICE CHARGE ADJUSTMENT REQUEST (AB2010 -275)
Crawford stated that discussion of agenda items one and two may take place in
executive session pursuant to RCW42.30.110 (1)(i). Executive session will conclude no
later than 7:00 p.m. If the meeting extends beyond the stated conclusion time, he will step
out of the meeting to make a public announcement.
Nelson moved to go into executive session until no later than 7:00 p.m. to discuss
the first two agenda items, pursuant to RCW citations as announced by the Council Chair.
The motion carried by the following vote:
Ayes: Brenner, Crawford, Kershner, Knutzen, Mann, Nelson and Weimer (7)
Nays: None (0)
