CALL TO ORDER
Council Chair Sam Crawford called the meeting to order at 1:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (1 :03 :24 PM)
Present: Barbara Brenner, Sam Crawford, Bill Knutzen and Tony Larson.
Absent: Ken Mann, Kathy Kershner and Carl Weimer.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A DRAFT ORDINANCE AMENDING WHATCOM
COUNTY ZONING CODE TITLE 20, THE OFFICIAL WHATCOM COUNTY
ZONING MAP, AND THE WHATCOM COUNTY COMPREHENSIVE PLAN AND
MAPS, TO IMPLEMENT CHANGES RELATING TO RURAL LAND USE PLANNING
(AB2010 -072A)
Gary Davis, Planning and Development Services Department, submitted and read
from a presentation (on file).
Discussion included the percentage of all the acreage countywide that is in a limited
area of more intense rural development (LAMIRD); the density and commercial uses at the
intersection of the Guide Meridian and Badger Road; (1 :29 :01 PM); the new zones and their
descriptions; whether they can leave the current zones in the LAMIRDs; whether someone
can apply to be a Type III LAMIRD at a later date, and; whether the Committee should
address Title 20 or the maps first.

There was discussion about split -zoned parcels; infill versus outfill; the history of a
parcel location that has a coffee shop /espresso stand; whether grading of a lot can be
considered the built environment, and; zoning of businesses south of the proposed
boundary.
Larson moved to extend the eastern -most north -south LAMIRD boundary south to
the southern -most east -west LAMIRD boundary.
Brenner proposed a friendly amendment to include in the LAMIRD only the
property that currently has an espresso stand, on the south side of E. Smith Road.
Larson accepted the friendly amendment.

The motion failed by the following vote:
Ayes: Brenner, Knutzen and Larson (3)
Nays: Crawford (1)
Abstain: None (0)
Absent: Mann, Kershner and Weimer (3)
There was discussion of scheduling another meeting from noon to 3 p.m. on
Thursday, February 17, 2011.
