CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:43 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (1:43:49 PM)
Present: Barbara Brenner, Ken Mann and Tony Larson.
Absent: None.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL AND THE
WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS
1. RESOLUTION ADOPTING THE WHATCOM COUNTY MULTI - JURISDICTIONAL
NATURAL HAZARD MITIGATION PLAN (AB2011 -293)
Brenner referenced packet page 523 and stated delete the language that implicates
forestry in as a cause of flooding. The plan is supposed to address natural hazards, not
manmade.
Richardson, Sheriff's Office, Division of Emergency Management, stated he can
change the language to say that land clearing has contributed to changes to say that land
clearing has contributed to the issues of excessive runoff and flooding in the Lake Whatcom
basin. He gave a staff report. A few other scrivener's errors will have to be changed in the
final plan. He described the status of the plan adoption by all jurisdictions.
Brenner stated and there was discussion of:
• Whether this should have a public hearing.
• Whether the Flood Subzones Advisory Committees have reviewed the plan.
Mann asked and there was discussion of changes from the prior version.
Mann moved to recommend approval to the full Council.
The motion carried by the following vote:
Ayes: Brenner, Mann and Larson (3)
Nays: None (0)
Dana Brown- Davis, Clerk of the Council, stated a hearing is not required. If the
Council wants a hearing, she recommends not approving the plan as either the Council or
the Board of Supervisors until after the hearing.
Mann asked and there was discussion of scheduling a public hearing on the plan.
Larson moved to reconsider the motion.

Brenner moved to hold this, hold a hearing in two weeks, and pass them both at
the same time.
