CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:31 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (1:31:30 PM)
Present: Barbara Brenner, Ken Mann and Tony Larson.
Absent: None.
Also Present: Bill Knutzen.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. REQUEST REVIEW AND APPROVAL OF THE 2011 -2012 INTEGRATED
ROADSIDE VEGETATION MANAGEMENT PLAN (AB2011 -254)
Mann moved to recommend approval to the full Council.
The following people spoke and answered questions:
• Jeff Gollen, Public Works Department
• Joe Rutan, Public Works Department, gave a staff report and answered
questions.
Knutzen asked and there was discussion of:
• The cost of brush cutting mechanical.
• The amount of money the County spends on mowing each year.
• Contracting out this service to the private sector.
• The County's liability if the service were contracted out.
• The amount spent on herbicides, and whether the cost includes wages.

Brenner asked for a comparison of the cost to contract the service that includes all
County costs, including wages, benefits, and equipment maintenance.
The motion carried by the following vote:
Ayes: Brenner, Mann and Larson (3)
Nays: None (0)
Brenner stated change the County Code to say that this item will be brought
forward as any changes are considered or if a councilmember wishes. It's not necessary to
bring it forward each year. She moved to ask staff to prepare a draft ordinance.
The motion carried by the following vote:
Ayes: Brenner, Mann and Larson (3)
Nays: None (0)
