CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (1 :30 :04 PM)
Present: Barbara Brenner, Ken Mann and Tony Larson.
Absent: None.
Also Present: Sam Crawford and Bill Knutzen.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A PROPOSED RESOLUTION AMENDING THE 2011
ANNUAL CONSTRUCTION PROGRAM TO INCLUDE RECENTLY OBTAINED
GRANT FUNDING OF FIVE PROJECTS, ALTER CONSTRUCTION TYPE AND
METHOD OF ONE PROJECT TO REDUCE COSTS, AND BREAK ANOTHER
PROJECT INTO TWO PROJECTS TO ALLOW FOR CONSTRUCTION IN 2011
(AB2011 -103) (1 :30 :44 PM)
Joe Rutan, Public Works Department, gave a staff report and described the projects
A through H in his staff report beginning on Council packet page 141.
The following people spoke and answered questions:
• Jim Karcher, Public Works Department
• Chris Brueske, Public Works Department
Discussion included the specifics of each project; whether they can discuss things
other than the proposed amendments; unanimous approval being necessary for approval;
when construction is scheduled for the Birch bay - Lynden Road / Portal way signalization and
improvements; hiring local companies if possible; coordinating the timing of traffic signals
and railroad crossings; the source of funds for the increase in projected expenditures; the
requirements of the grant funds; the use of the additional $497,000 requested for 2011,
and; adding specific funding information in the staff report.
Brenner moved to recommend project item number two, item A in the resolution,
to the full Council.
The motion carried by the following vote:
Ayes: Brenner and Mann (2)
Nays: Larson (1)
Brenner moved to recommend project item number seven, item B in the resolution,
to the full Council.

2. DISCUSSION REGARDING SPEED LIMITS SET FOR VARIOUS ROADS IN
POINT ROBERTS (AB2011 -093)
The following people answered questions:
• Joe Rutan, Public Works Department
• Rodney Vandersypen, Public Works Department
Discussion included correcting an incorrect sign; speed limit inconsistencies at Point
Roberts; roads that have a speed limit of 25 miles per hour (mph); signage posted when
Johnston Road was constructed; whether there are speeding issues on Point Roberts; the
speed limit on Tyee Road when it's repaved (2 :40 :59 PM), and; the maximum and minimum
speed limits they can legally post.

Discussion included whether neighborhood residents have spoken regarding a $10
million bridge expense.
2. DISCUSSION REGARDING SPEED LIMITS SET FOR VARIOUS ROADS IN
POINT ROBERTS (AB2011 -093)

Discussion included a recent study on Gulf Road because of people going too fast at
the community center; the Council's responsibility for deciding appropriate speed limits;
staff's role in providing only the technical information on speed limits, and; review by the
Point Roberts Community Advisory Committee.
