ROLL CALL (1:32:21 PM) Present: Barbara Brenner, Ken Mann and Tony Larson. Absent: None. Also Present: None. COMMITTEE DISCUSSION 1. DISCUSSION REGARDING A PROPOSAL TO CHANGE THE SPEED LIMIT ON A PORTION OF DRAYTON HARBOR ROAD (AB2011 -367) Joe Rutan, Public Works Department, gave a staff report and stated this committee can direct staff to do a speed study. They started doing counts in November, and have a draft report. He described the draft speed study, conditions that determine the appropriate speed, and history of Drayton Harbor Road. The following people answered questions: • Ty Whitcomb, Public Works Department • Rodney Vandersipen, Public Works Department Mann asked and there was discussion of: • Whether the County would be more liable if someone gets into an accident at a higher speed. • The benefit of raising the speed limit. Larson ask and there was discussion of: • The entire length of the road that is now signed at 25 miles per hour. • The speed and distance that would be safe for people west of Shintaffer Road to come out of their driveways. • Whether there have been any complaints about people speeding on the road. Mann asked and there was discussion about taking the time to discuss all the options for the road. Brenner moved to recommend to the full Council that the Public Works Department finalize the speed study and go forward with scheduling a public hearing.
