CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A PROPOSED ORDINANCE AMENDING WHATCOM
COUNTY CODE 20.14 WIND ENERGY SYSTEMS (AB2011 -223)
This item was withdrawn from the agenda.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. RESOLUTION CLARIFYING THE INTENT OF WHATCOM COUNTY ORDINANCE
2010 -067 (AB2011 -317)
Royce Buckingham, Prosecutor's Office, stated he needs to provide legal advice
concerning action they may want to take regarding David Stalheim vs. Whatcom County,
Growth Management Hearings board (GMHB) Case 11 -2 -0001. The discussion should take
place in executive session.
Knutzen stated that discussion of the agenda item may take place in executive
session pursuant to RCW 42.30.110(1)(i). Executive session will conclude no later than
3:30 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
meeting to make a public announcement. He moved to go into executive session until no
later than 3:30 p.m. to discuss the agenda items, pursuant to the RCW citation.
The motion carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
(Clerk's Note: The Committee came out of executive session at 3:28 p.m.)
Knutzen stated the Council will withdraw this item from discussion at the evening
meeting and instead introduce this item at the evening meeting.
