ROLL CALL (3 :19 :45 PM) Present: Ken Mann, Bill Knutzen and Barbara Brenner. Absent: None. Also Present: Tony Larson, Kathy Kershner and Sam Crawford 1. RESOLUTION INITIATING COMPREHENSIVE PLAN AND ZONING AMENDMENTS (AB2011 -104) Matt Aamot, Planning and Development Services Department, gave a staff report and described new applications. Mann moved to docket PLN2011- 00012. Brenner stated single parcel owners should be allowed a reduced or eliminated fee if they achieve reduced or zero stormwater runoff. The motion carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) Aamot described and the Committee discussed application PLN2011- 00014. Brenner moved to docket PLN2011- 00014. The motion carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) Aamot described and the Committee discussed application PLN2011- 00015. Brenner moved to docket PLN2011- 00015. The motion carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) Application PLN2011 -0009, Mineral Resource Lands (MRL) Expansion - Lummi Island The Committee discussed the application. (3 :35 :19 PM) Planning and Development Committee, 3/15/2011, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 Crawford asked and there was discussion of: • issues with the Department of Ecology • the type of material at the site Brenner asked and there was discussion of: • the location of the material on the site • reclamation • whether citizen concerns will be addressed if docketed The following people spoke and answered questions: • Doug Goldthorp, Planning and Development Services Department • Lesa Starkenburg, Attorney and Aggregates West Representative, submitted a handout (on file). This is a docketing issue, not a permitting issue. The resource exists at the site. • Janice Holmes, 2722 West Shore Drive, Lummi Island, submitted a handout (on file). The application is deficient and should not be docketed. She described the application deficiencies. • Kent C. Nielsen, citizen, submitted and read from a handout (on file) and stated he agrees with the previous speaker. He is opposed to docketing. • Elizabeth Kilinowski, Lummi Island, stated the MRL will create more noise, not less, due to the geography of the area. Mann asked and there was discussion of: • the history of the quarry and the Scenic Estates development Knutzen moved to docket PLN2011- 00009.
