CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:04 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (3:04:07 PM)
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. RESOLUTION APPROVING THE DEVELOPMENT AGREEMENT BETWEEN
WHATCOM COUNTY AND HARBOR SHORES, LLC - AB2010 -446
Brenner stated she would like time to review information submitted at the last
minute. The committee should hold this item in committee.
Craig Parkinson submitted handouts (on file), including proposed changes to the
wetland mitigation development agreement, which was written several years ago, and to
the exhibits.
Knutzen moved to hold in committee for two weeks.
Brenner asked and there was discussion of the reason for approving the development
agreement at this time.
Parkinson described the proposed changes to the development agreement.
Brenner asked and there was discussion of what the Hearing Examiner approved.

Skip Jansen stated the agreement is between the property they own and Whatcom
County. They can't bind any other properties.
Parkinson described small changes to the exhibits.
The motion to hold in committee carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
Brenner moved to accept the amendments as presented by Mr. Parkinson to the
development agreement and exhibits.
