ROLL CALL (9:33:37 AM) Present: Carl Weimer, Bill Knutzen and Sam Crawford. Absent: None. Also Present: Barbara Brenner. COMMITTEE DISCUSSION 1. DISCUSSION OF COUNTY MARINE RESOURCES - AB2011 -148 (9 :34 :21 AM) Erika Stroebel, Public Works Department, submitted and read from a handout (on file). Ken Carrasco, Marine Resources Committee Member, submitted and read from a presentation (on file) regarding the history and status of the Marine Resources Committee (M RC). (9:55:54 AM) Brenner asked and there was discussion of whether they work with the Cooperative Extension and their programs. Chris Fairbanks, Marine Resources Committee Member, continued the presentation and spoke regarding a Chuckanut Bay project. Brenner asked and there was discussion about potential concerns for changing salinity at the project site. Creek. Weimer asked and there was discussion of whether salmon also use Chuckanut Knutzen asked and there was discussion of whether fish spawn in Chuckanut Creek. Weimer asked and there was discussion of parking and access to the beach. (10 :12 :43 AM) Ginny Broadhurst, Northwest Straits Commission Director, concluded the presentation on the involvement of the Northwest Straits Commission. Knutzen asked and there was discussion of whether there is continued funding for the derelict gear program. Brenner asked and there was discussion of whether the Puget Sound Partnership and Northwest Straits Commission can become one agency. Bob Cecile, Marine Resources Committee Member, spoke about funding and the MRC budget. (10:24:48 AM) Brenner asked and there was discussion of: • The MRC consensus -based mode of operation. • Whether there is room on the MRC for a landowner citizen of the area. Crawford asked and there was discussion of the Cliffside Beach woody debris removal project on the Nooksack River. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION AFFIRMING THE PDR OVERSIGHT COMMITTEE RANKING AND AUTHORIZING THE COUNTY EXECUTIVE AND PDR ADMINISTRATOR TO PROCEED WITH THE ACQUISITION PROCESS FOR ROUND 9 APPLICATIONS - AB2011 -157 (10 :30 :01 AM) Samya Lutz, Planning and Development Services Department, gave a staff report and described the two applications the Purchase of Development Rights (PDR) Oversight Committee recommends. list. Knutzen asked and there was discussion of why area north of Lynden is never on the Weimer asked and there was discussion of: • The next phase of the process. • The status of the Jensen application. Knutzen moved to recommend approval of the resolution to the full Council. Crawford stated he will abstain from this item because he's advised the Weatherbys.
