ROLL CALL (10:32:52 AM) Present: Kathy Kershner, Ken Mann and Tony Larson. Absent: None. Also Present: Bill Knutzen and Sam Crawford. OTHER BUSINESS Knutzen asked and there was discussion of: • Whether the County has or should have a procurement card. • The advantages and disadvantages of having a procurement card. The following person answered questions: • Brad Bennett, Administrative Services Department Knutzen stated he would like to see the County take advantage of the benefits of a procurement card. Bennett stated he will look into it. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND HANDEL INFORMATION TECHNOLOGIES, INC. FOR MAINTENANCE OF RITE TRACK, A JUVENILE OFFENDER CASE MANAGEMENT SYSTEM, IN THE AMOUNT OF $18,000 (AB2011 -350) Larson moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Kershner, Mann and Larson (3) Nays: None (0) 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND NORTHWEST YOUTH SERVICES TO PROVIDE EMERGENCY SHELTER BEDS TO HOMELESS AND AT- RISK YOUTH, IN THE AMOUNT OF $60,000 (AB2011 -351) (10 :38 :31 AM) Kershner moved to recommend approval to the full Council. Knutzen asked and there was discussion of whether the funds were in the 2011 Budget. The motion carried by the following vote: Ayes: Kershner, Mann and Larson (3) Nays: None (0) 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND INTERFAITH COALITION FOR THE OPERATION OF SHORT TERM EMERGENCY HOUSING UNITS IN BELLINGHAM AND FERNDALE, IN THE AMOUNT OF $17,500 (AB2011 -352) (10:43:39 AM) Kershner moved to recommend approval to the full Council. The following person answered questions: • Gail de Hoog, Health Department. Larson asked and there was discussion of: • What the funding will pay for. • The total cost of the service. The motion carried by the following vote: Ayes: Kershner, Mann and Larson (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND SEAN HUMPHREY HOUSE TO PROVIDE FUNDING FOR ONGOING MAINTENANCE, REPAIRS, AND UTILITIES FOR THE FACILITY, IN THE AMOUNT OF $11,500 (AB2011- 353)(10:47:01 AM) Kershner moved to recommend approval to the full Council. The following person answered questions: • Gail de Hoog, Health Department. Knutzen asked and there was discussion of how people are chosen to receive services and how long they stay in the hospice. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND DR. RICH ULLSMITH, DDS, FOR DENTAL SERVICES AT THE WHATCOM COUNTY JAIL AND WORK CENTER, IN THE AMOUNT OF $38,220 (AB2011 -354) (10 :48 :58 AM) Kershner moved to recommend approval to the full Council. The following person answered questions: • Wendy Jones, Chief of Corrections Larson asked and there was discussion of: • The cost center for this item. • How many other dentists bid on the service. • Services that the dentist provides to the inmates. • Offenders who are unable to afford care, and use the jail to receive medical and dental services. • Providing free services regardless of an inmate's financial status. • How they estimate the number of services hours needed. The motion carried by the following vote: Ayes: Kershner, Mann and Larson (3) Nays: None (0) 6. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WHATCOM COUNSELING AND PSYCHIATRIC CLINIC FOR PSYCHIATRIC SERVICES AT THE WHATCOM COUNTY JAIL AND WORK CENTER, IN THE AMOUNT OF $135,680 (AB2011- 355) (11 :00 :10 AM) Kershner moved to recommend approval to the full Council. The following person answered questions: • Wendy Jones, Chief of Corrections Knutzen asked and there was discussion of: • Whether the County historically allocated any money for psychiatrists when there were State mental institutions. • Rising statistics of jailing inmates who are seriously mentally ill. • Whether the County can partner with someone in the private sector to house people with psychiatric problems. Mann asked and there was discussion of how much money the County spends on medication each year. The motion carried by the following vote: Ayes: Kershner, Mann and Larson (3) Nays: None (0) 7. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE YWCA TO PROVIDE TRANSITIONAL HOUSING AND EMERGENCY HOUSING TO LOW INCOME SINGLE WOMEN AT LARRABEE RESIDENCE, IN THE AMOUNT OF $20,000 (AB2011 -356) (11 :07 :51 AM) Finance and Administrative Services Committee, 11/9/2011, Page 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 Kershner moved to recommend approval to the full Council. Larson asked and there was discussion of: • The criteria used to be eligible for SHB 2060 funds. • How contractors are chosen from proposals received through the request for proposals (RFP) process. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE LAKE WHATCOM RESIDENTIAL AND TREATMENT CENTER TO PROVIDE SHELTER PLUS CARE SERVICES, A FEDERALLY FUNDED PROGRAM THAT PROVIDES LONG TERM RENTAL ASSISTANCE TO HOMELESS PERSONS WITH SERIOUS MENTAL ILLNESS, IN THE AMOUNT OF $29,812 (AB2011 -357) (11:10:01 AM) Kershner moved to recommend approval to the full Council. She stated and there was discussion of sending out the request for proposals (RFP) to community providers. The following person answered questions: • Gail de Hoog, Health Department.
