ROLL CALL (1:33:22 PM) Present: Barbara Brenner, Ken Mann and Pete Kremen. Absent: None. Also Present: Carl Weimer. COMMITTEE DISCUSSION 1. DISCUSSION REGARDING RECYCLED CONCRETE IDEAS AND OPTIONS (AB2012 -107) Mann stated and there was discussion of the opportunity to incorporate recycled aggregate into their concrete mixes and use less fresh gravel from pits around the county. Freeman Anthony, City of Bellingham Public Works Department, gave a staff report and answered questions. Mann asked and there was discussion of the City's plans for using recycled concrete, barriers to use, the County's efforts, costs, and what the private sector thinks. Brenner asked and there was discussion of the specifications of recycled concrete. Kremen asked and there was discussion of manufacturing chip seal. Brenner asked and there was discussion of whether concrete that is not crushed as much could be used as porous concrete. Mann asked and there was discussion of creating and using "pottycrete." Brenner asked and there was discussion of how much crushed concrete is being used in the community, and whether there is a market in the housing industry. Kremen asked and there was discussion of whether it's as durable as material that doesn't set up as quickly, particularly in cold weather. The following people answered questions: • Joe Rutan, Public Works Department • Jim Karcher, Public Works Department Brenner asked and there was discussion of whether the County could use the recycled material for footpaths. Kremen asked and there was discussion of the difference in lifespan between asphalt and concrete and whether it's possible to reuse tires in asphalt. 2. DISCUSSION REGARDING A RESOLUTION AMENDING THE SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM FOR THE YEARS 2012 THROUGH 2017 (AB2012 -137) (2:24:38 PM) Brenner asked and there was discussion of whether the County would do the Gooseberry Point Pedestrian Facility if it weren't for the lease with the Lummi Nation. Joe Rutan, Public Works Department, gave a staff report and answered questions. Kremen asked if the new project #14 , Hannegan Road from Hemmi Road to Scott Ditch Bridge, would be done with asphalt or chip seal. Mann asked and there was discussion of other County projects that are a higher priority. Kremen moved to recommend Introduction to the full Council. Brenner moved to amend to eliminate the new project #6 for Gooseberry Point. She stated and there was discussion of how the County should not have approved the lease and should not have tied up $2 million. The law doesn't require it. The motion to amend failed by the following vote: Ayes: Brenner (1) Nays: Mann and Kremen (2) The motion to approve carried by the following vote: Ayes: Mann and Kremen (2) Nays: Brenner (1) OTHER BUSINESS There was no other business.
