ROLL CALL (3:04:35 PM) Present: Ken Mann, Bill Knutzen and Barbara Brenner Absent: None Also Present: Pete Kremen COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL: COMPREHENSIVE PLAN 1. ORDINANCE ADOPTING COMPREHENSIVE PLAN AMENDMENTS RELATED TO UNINCORPORATED UGA INTERLOCAL AGREEMENTS (AB2012 -328) Matt Aamot, Planning and Development Services Department, gave a staff report. Brenner asked and there was discussion of 'cif appropriate" versus "where appropriate." Knutzen asked and there was discussion of transfers of development rights (TDRs). Brenner asked and there was discussion of whether small areas can be considered a spot zone. Mann moved to recommend forwarding for concurrent review to the full Council. The motion carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) 2. ORDINANCE ADOPTING COMPREHENSIVE PLAN AMENDMENTS RELATED TO CAPITAL FACILITY PLANNING FOR THE EAST COUNTY (AB2012 -329) (3:12:41 PM) Matt Aamot, Planning and Development Services Department, submitted and read from a handout (on file). Mann asked and there was discussion of the County's role in this process and whether it's appropriate for the County to micromanage the plan. Ensure that capital facilities and services are in place the same time growth takes place. Not requiring interlocal agreements can impact the Cherry Point urban growth area (UGA) and make the Gateway Pacific project easier. At a minimum, remove the Cherry Point UGA from the proposal. Brenner asked what kind of interlocal agreement the County would have at Cherry Point. Aamot stated neither of these two agenda items apply to Cherry Point. The goal is to assure service to UGAs to limit urban levels of service outside short -term planning areas. The short -term planning area doesn't apply to Cherry Point. There are water and sewer plans in some areas. The County has to approve those plans anyway. Revised Code of Washington (RCW) 57 requires County approval, and the Growth Management Act (GMA) requires capital facility plans for urban growth areas. They don't see much purpose of having an interlocal agreement. Rob Roy Graham, Fire District 14 Fire Commissioner, stated he thanks the County for its help putting this plan together. Mann moved to recommend forwarding for concurrent review to the full Council.
