CALL TO ORDER
Committee Member Bill Knutzen called the meeting to order at 3:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (3:01:25 PM)
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
SPECIAL ORDER OF BUSINESS
1. NOMINATION AND APPOINTMENT OF COMMITTEE CHAIR (AB2012 -021)
Brenner moved to appoint Knutzen as committee chair.
The motion carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
COMMITTEE DISCUSSION & RECOMMENDATION TO COUNCIL — COMPREHENSIVE PLAN
1. ORDINANCE AMENDING THE WHATCOM COUNTY COMPREHENSIVE PLAN
MAP AND WHATCOM COUNTY ZONING MAP TO REMOVE A MINERAL
RESOURCE LANDS (MRL) ZONING OVERLAY FROM THE EXISTING RURAL
(R10) ZONE AND CHANGE THE MRL DESIGNATION TO RURAL FOR
APPROXIMATELY 90 ACRES ON ALDRICH ROAD (AB2011 -435)
Brenner moved to recommend approval to the full Council.
The following people spoke and answered questions:
• Lesa Starkenburg - Kroontje
• Joshua Fleischmann, Planning and Development Services Department
Mann asked and there was discussion of:
• Why they are removing this mineral resource land (MRL) if there is a
supposed shortage of gravel.
• Whether the County should strike or date finding 13.
• Whether the County geologist agrees that there is no quality material.
• Whether they include sandboxes and fill as a target in the gravel supply.
• The landowner's plans.
• The benefit the property owner gains by going through this amendment.
Brenner asked and there was discussion of:
• The open space /agriculture designation
Mann moved to delete Finding 19.
The motion to amend carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
and removing finding 19.

Mann moved to delete Finding 13.
The motion to amend carried by the following vote:
Ayes: Mann and Brenner (2)
Nays: None (0)
Abstain: Knutzen (1)
Mann moved to delete Finding 20. He withdrew his motion.
Mann moved to:
• Delete the second paragraph in Finding 32,
• Add language to finding 32 "This site contains no mineral resources of long-
term commercial significance."
• Add the content of Finding 41 to Finding 32, and
• Delete Finding 41.
Mann asked and there was discussion of whether sand that is used as fill has a
commercial use.
The motion to amend carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
Brenner asked and there was discussion of why the owner can't farm the property if
it is designated a MRL.
The motion to approve as amended carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
OTHER BUSINESS
There was no other business.
