CALL TO ORDER
Committee Member Bill Knutzen called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Bill Knutzen and Sam Crawford.
Absent: Carl Weimer.
Also Present: Pete Kremen.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. RESOLUTION ADOPTING THE LAKE SAMISH BASIN COMPREHENSIVE STORMWATER
PLAN (AB2012 -227)
Kraig Olason, Public Works Department, submitted and read from a presentation.
Knutzen asked and there was discussion of efforts to inform people of the risk of
invasive species and coordinating with the efforts to address invasive species in the lake.
Kremen asked and there was discussion of the cost estimate range for
implementation.
Knutzen asked and there was discussion of whether there is a sewer system.
Crawford asked and there was discussion of a County- approved fund for the Lake
Management District.
Knutzen asked and there was discussion of whether engineering problems cause the
roads to be rutted.
Kremen asked and there was discussion about the Washington State Department of
Transportation (DOT) responsibilities for vault maintenance.
Crawford asked and there was discussion of what the flood subzone fees collected
are used for.

Kremen asked and there was discussion of funding from water resource inventory
area (WRIA) 3.

Crawford asked and there was discussion of criticisms received about the plan.
Kremen stated the plan is well done. He asked and there was discussion of how
much the County paid for this plan.
Crawford asked and there was discussion of involvement by the water district
commissioners. He believes that the residents would pay when there is a specific plan with
specific projects to protect the lake.
Knutzen stated he would like invasive species mentioned in the action items. Other
than that, he has no problem with the plan.
Crawford asked and there was discussion of whether Asian clams have been found in
the lake and the cost to a resident of drinking the water directly from the lake.
