ROLL CALL (11: 05:27 AM) Present: Ken Mann, Sam Crawford and Carl Weimer. Absent: None. Also Present: Barbara Brenner. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE AMENDING THE 2012 WHATCOM COUNTY BUDGET, EIGHTH REQUEST, IN THE AMOUNT OF $1,782,566 (AB2012 -173) Crawford moved to recommend approval to the full Council. The following people answered questions: • Doug Chadwick, Sheriff's Office • Jack Louws, County Executive Mann asked and there was discussion of the admissibility of radar detectors that are moving. Brenner stated and there was discussion of the Parks maintenance transfer from the conservation futures fund for maintenance. Crawford stated he supports the use of the funds for maintenance. It's appropriate. Weimer stated he supports the item. The wording on the ballot is up to interpretation. People voted to collect $.0625, but the County is only collecting $.04. People who voted for the conservation futures fund wanted to protect open space and farmland. It probably wasn't a big consideration of whether this money could be used to maintain that land once purchased. He's fine with using 15 percent of the funds for land maintenance. Mann stated he likes sticking to the letter approved. There is some room for interpretation. percent of the levy. He supports the item. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A LETTER OF AGREEMENT WITH THE FRIENDS OF SUNSET FARM AND WHATCOM COUNTY PARKS AND RECREATION DEPARTMENT TO ASSIST IN THE ONGOING MAINTENANCE, OPERATION AND SUPPORT OF SUNSET FARM PARK (AB2012 -174) (11:18:01 AM) Crawford moved to recommend approval to the full Council. The following person answered questions: Mike McFarland, Parks and Recreation Department Director Brenner asked and there was discussion of what happens if something bad happens, and what prevents someone from going after the County. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE WASHINGTON STATE MILITARY DEPARTMENT TO ENHANCE THE COOPERATION AND COORDINATION AMONG LOCAL, TRIBAL, STATE, AND FEDERAL LAW ENFORCEMENT AGENCIES IN A JOINT MISSION TO SECURE THE INTERNATIONAL BORDERS OF THE UNITED STATES, IN THE AMOUNT OF $757,963 (AB2012 -175) (11:19:48 AM) Crawford moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WEST PUBLISHING FOR ONLINE DATABASES AND PRINT SERVICE SUBSCRIPTIONS FOR THE WHATCOM COUNTY LAW LIBRARY, IN THE AMOUNT OF $65,444 (AB2012- 176) (11:20:21 AM) Crawford moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) OTHER BUSINESS There was no other business.
