Committee Member Ken Mann called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Absent: None.
Also Present: Barbara Brenner, Pete Kremen, Kathy Kershner and Bill Knutzen.

1. NOMINATION AND APPOINTMENT OF COMMITTEE CHAIR (AB2012 -021)
Weimer moved to appoint Ken Mann.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE AMENDING THE 2012 WHATCOM COUNTY BUDGET, FOURTH
REQUEST, IN THE AMOUNT OF $1,189,558 (AB2012 -039)
Weimer moved to recommend approval to the full Council. He asked and there was
discussion of whether the contracts for drug court was discussed by the advisory
committee.

2. RESOLUTION APPROVING POLICIES AND PROCEDURES FOR RETENTION OF

Mann moved to recommend approval to the full Council. He asked and there was
discussion of the definition of official County business.
Brenner asked and there was discussion of:
• Whether invitations to events are considered County business.
• Setting up folders for Council business on councilmembers' personal
computers.
• Combining items one and three, and removing the first sentence of number
three.
• Working with her America Online (AOL) personal account.
Weimer asked and there was discussion of whether County staff can assist
Councilmember Brenner with integrating her AOL account.
Brenner stated and there was discussion of:
• Deleting the first sentence in item nine.
• Combining items ten and 11 into item 12.
• Whether there is a State rule that prohibits blind copies, as referenced in item
11.
Knutzen suggested that they delete item 11.
Mann moved to amend, ,
12. Metadata associated with electronic
documents, such as the "to" and "from" fields in an email, will be retained with the original
email message, including blind copies, and is a public record subject to disclosure upon
request."
Weimer asked and there was discussion of how easy it is to find emails to people
when they're blind- copied on an email.
Mann withdrew his motion to amend.
Weimer moved to amend language in item 11, 11. Blind cepying (be) ernails is
lists. The use of blind copying
emails is highly discouraged, including the use of blind distribution lists. A blind copy is a
public record subject to public disclosure under the Open Public Records Act."
Kremen asked and there was discussion of whether blind copies are required to be
disclosed.

councilmembers to distribute generic information to citizens.

BELLINGHAM TECHNICAL COLLEGE UTILIZING EDI PROGRAM FUNDING FOR
USE IN THE CONSTRUCTION PROJECT KNOWN AS BTC'S NORTHWEST
CENTER FOR ENVIRONMENTAL, FISHERIES AND AQUACULTURE SCIENCES,
IN THE AMOUNT OF $400,000 (AB2012 -046)
