CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 11:19 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (11:19:23 AM)
Present: Ken Mann, Sam Crawford and Carl Weimer.
Absent: None.
Also Present: Pete Kremen, Barbara Brenner, Bill Knutzen and Kathy Kershner.
COMMITTEE DISCUSSION
1. UPDATE ON THE COMMUNITY ENERGY CHALLENGE (AB2012 -094)
Shawn Collins, Opportunity Council, read from the presentation in the Council packet
(on file).
Alex Ramel, Sustainable Connections, continued the presentation. They are asking
for budget authority to use County funds for energy assessments for county residents.
The following person answered questions:
• Tawni Helms, Executive's Office
Mann asked and there was discussion of what happens if they don't approve the new
purpose of the money.
Weimer asked and there was discussion of:
• Why people aren't using the loan funds.
• Whether realigning the money would provide incentives for people to
participate.
Brenner asked and there was discussion of:
• What happens if this doesn't work.
• Whether the average savings include the subsidy.
• A particular request from a city of Bellingham resident.
Knutzen asked and there was discussion of:
• How many participants are county residents and city residents.
• The home assessments that would be created by the change.
• Current operations costs.
• How much money the cities contribute to the program.

2. UPDATE ON THE ECONOMIC DEVELOPMENT CONSORTIUM — ASSOCIATE
DEVELOPMENT ORGANIZATION (ADO) TRANSFER TO THE PORT OF
BELLINGHAM (AB2012 -095)
Jack Louws, County Executive, gave a staff report and stated there is a request to
move the associated development organization (ADO) from the Northwest Economic Council
to the Port of Bellingham. The City and Port agree with the move.
The following person answered questions:
• Rob Fix, Port of Bellingham CFO
Crawford asked and there was discussion of:
• The future of the Northwest Economic Council.
• Whether other Ports in the state are the ADO.
• Whether the Northwest Economic Council will continue to play a role with the
Economic Development Investment (EDI) funds.
Knutzen asked and there was discussion of:
• Walla Walla County Economic Development compared to Skagit County.
• Whether the Chambers of Commerce and Small Business Center at Western
Washington University have expressed an opinion on the change.
Crawford moved to recommend that the full Council support the Executive in
shifting the ADO to the Port of Bellingham.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND ANCHOR QEA, LLC TO
PROVIDE CONSULTING SERVICES TO COMPLETE PHASE 2 OF A RIPARIAN
CONDITION AND FUNCTION ASSESSMENT OF COASTAL DRAINAGE STREAMS
AND MARINE SHORELINES, IN THE AMOUNT OF $30,000 (AB2012 -096)

Crawford moved to recommend approval to the Whatcom County Flood Control
Zone District Board Of Supervisors.
The following people answered questions:
• Jon Hutchings, Public Works Department
• Roland Middleton, Public Works Department
Mann asked and there was discussion of Anchor QEA potentially having a conflict of
interest because it is also working on the environmental impact statement (EIS) for
Gateway Pacific.
Hutchings stated that he would like to review the concern.
Crawford moved to hold in committee for two weeks.

Crawford moved to recommend approval to the Whatcom County Flood Control
Zone District Board Of Supervisors.

Brenner asked and there was discussion about hiring an organization that has a
connection with water purveyors and has already expressed opinions.

3. ORDINANCE AMENDING THE 2012 WHATCOM COUNTY BUDGET, FIFTH

Crawford moved to recommend approval to the full Council. He asked if the
gurneys are coming out of the EMS fund.
Brenner asked and there was discussion of a Bellingham resident who is having
trouble with the City of Bellingham water hookup.
