CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 11:04 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (11:04:59 AM)
Present: Ken Mann, Sam Crawford and Carl Weimer.
Absent: None.
Also Present: Barbara Brenner, Pete Kremen and Bill Knutzen.
SPECIAL PRESENTATION
1. PRESENTATION BY NORTH SOUND MENTAL HEALTH ADMINISTRATION
REGARDING HEALTHCARE REFORM (AB2012 -017) (11:05:20 AM)
Chuck Benjamin, North Sound Mental Health Administration (NSMHA) Executive
Director, described the funding source and structure of the NSMHA. He submitted and read
from a presentation (on file).
Mann asked about the different components classified as resources.
Brenner asked and there was discussion of:
• Efforts to make Medicaid and Medicare better.
• What to do when doctors don't take new Medicare and Medicaid patients.
Weimer asked and there was discussion of whether they could maintain local control
and personalized service with a regional or state group.
Brenner asked for information on the countries that have a higher life expectancy.
Weimer asked and there was discussion of the timing and process for approving the
regional option through a resolution. Schedule a Health Committee meeting to discuss the
idea of a resolution with the Health Department and the Whatcom Alliance for Healthcare
Access (WAHA).
Kremen stated he appreciates the excellent work Mr. Benjamin has done for
Whatcom County and the NSMHA.

Weimer asked and there was discussion of whether they collect data on everyone

Brenner asked why they are contracting with the Housing Authority rather than the
crime analysis unit. She would like to know if and how the Housing Authority or crime
analysis unit will collect the data.

who lives in Housing Authority units or just collect data on crime that happens in Housing
Authority units.
Brenner asked and there was discussion of:
• If and how the Housing Authority or crime analysis unit will collect the data.
• Whether residents can report criminal activity to the Sheriff's Office if the
Housing Authority doesn't respond.
5. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND THE U.S. DEPARTMENT OF
AGRICULTURE FOREST SERVICE TO PROVIDE A DEPUTY TO PATROL THE MT.
BAKE R- SNOQUALMIE NATIONAL FOREST, IN THE AMOUNT OF $64,500

for emergency response at Baker Lake.
Brenner asked and there was discussion of whether the County still employs the
Foothills deputy.

PURCHASE OF THE ANNUAL 2012 SUPPLY OF WATERBORNE TRAFFIC LINE

Brenner asked and there was discussion of whether the $60,000 refund is to a
church and why all this money is being refunded.
Crawford stated it's a property owner. He asked and there was discussion of why
people get property tax refunds.
Brenner asked and there was discussion of whether Peace Health pays taxes.
Mann asked for more information from the County Assessor about the two items in
the amounts of $60,000 and $40,000.

COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A PROPOSED ORDINANCE ESTABLISHING
WHATCOM COUNTY CODE SECTION 2.22, CREATING THE WHATCOM COUNTY
COMMISSION ON SALARIES FOR ELECTED OFFICIALS (AB2011 -224C)

The following person answered questions:
• Dana Brown- Davis, Clerk of the Council
Mann asked and there was discussion of reimbursement for mileage.
Crawford asked and there was discussion of:
• The process for forming the Salary Commission.
• When the first commission members can be appointed and begin work.
Kremen asked and there was discussion of:
• Whether the ordinance can establish a time limit when the Commission's work
has to be completed.
• The mileage reimbursement rate.
Crawford stated don't appoint the initial members or allow them to convene until
after May 1, so they aren't compelled to have a report done by May 1.
Mann suggested that language in subsection .040(3) be amended, "Four of the ten
commission members shall be selected and appointed
by the county executive and confirmed by the county council. The members appointed
under this subsection shall be residents of the county and shall all have experience in
personnel management. Of these four members,...."
Crawford asked and there was discussion of involving former councilmembers in the
commission, for their perspective.
Kremen stated and there was a discussion of Whatcom County being the only county
with a part time council and elected executive.
Brown -Davis stated she will incorporate the suggested language into the draft
ordinance scheduled for Introduction at the evening meeting.
The committee concurred.
