CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
Also Present: Pete Kremen.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE ADOPTING AMENDMENTS TO THE POINT ROBERTS CHARACTER
PLAN (AB2013 -306)
Erin Osborn, Planning and Development Services Department, gave a staff report
and stated this application is to amend the character plan, which is adopted by reference in
the Pt. Roberts Subarea Plan and County Comprehensive Plan. The Planning Commission
reviewed the ordinance and recommends adoption of the amended text.
The plan has a provision to establish an advisory committee, but the advisory
committee has not served in over 10 years. She described the proposed changes. Staff
recommends approval. The membership of the advisory committee will change slightly.
Knutzen moved to recommend approval to the full Council.
Brenner stated and there was discussion of the existing Point Roberts Advisory
Committee term limits.
Mann asked and there was discussion of what types of permits this committee is
supposed to review, the difference between types of building permits, and the timeline for
reviewing the applications. The language in the exhibit isn't good, but he'll let it go.
Kremen asked and there was discussion of who wrote the language.
Mark Personius, Planning and Development Services Department, answered
questions.
The motion carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
Osborn stated the motion for this evening is to forward for concurrent review.
