CALL TO ORDER
Committee Chair Bill Knutzen called the meeting to order at 3:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
(3:02:20 PM)
Present: Ken Mann, Bill Knutzen and Barbara Brenner.
Absent: None.
Also Present: Carl Weimer and Sam Crawford.
COMMITTEE DISCUSSION
1. FERNDALE URBAN GROWTH AREA — DEVELOPMENT STANDARDS BRIEFING
(AB2013 -373)
Brenner moved to recommend approval to the full Council.
(Clerk's Note: This motion was not voted on.)
Knutzen stated it's just a discussion.
The following people answered questions:
• Jori Burnett, City of Ferndale
• Matt Aamot, Planning and Development Services Department
Mann asked and there was discussion of Whatcom County urban standards versus
City of Ferndale standards.
Brenner asked and there was discussion of whether someone needs a permit to
repair a deck and what is legally binding in this memorandum of understanding.

Mann moved to recommend to the Council that the Council forward for concurrent
review.
Knutzen asked and there was discussion of whether they are also doing municipal
water district planning and if the cities would do that through their comprehensive plans.
Matt Aamot, Planning and Development Services Department, answered questions.
There is a correction to Council packet page 302. He submitted a correction (on file).
The motion to forward for concurrent review with a corrected page 302, Table 50,
carried by the following vote:
Ayes: Mann, Knutzen and Brenner (3)
Nays: None (0)
OTHER BUSINESS
There was no other business.
