ROLL CALL (3:01:44 PM) Present: Bill Knutzen, Ken Mann and Barbara Brenner. Absent: None. Also Present: Carl Weimer and Kathy Kershner. COMMITTEE DISCUSSION 1. BRIEFING ON THE 2016 URBAN GROWTH AREA REVIEW PROCESS (AB2013- 251) Matt Aamot, Planning and Development Services Department, submitted and read from a handout (on file). Six out of ten new people have been living in the cities over the last couple of decades. Mann asked for the total population graph to include a line that represents the growth in unincorporated area plus urban growth areas. Brenner asked to see how the Office of Financial Management (OFM) historical low, medium, and high projections have compared to actual growth. Aamot continued the presentation and stated the average yearly growth projection of 2,961 per year is in line with what they've experienced in the last three decades. The OFM projected trend toward more deaths than births in terms of natural population increases is due to the baby boomer generation. The cities and County entered into a cost - sharing agreement for tasks that include a population and employment technical report, which should be issued in July or August. Phase one of the report is growth based on historic trends. He concluded the presentation. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE TO ENTER INTO A DEVELOPMENT AGREEMENT TO MITIGATE FOR WETLAND BUFFER FILL IN ORDER TO CREATE ADDITIONAL PARKING PURSUANT TO CONDITIONAL USE PERMIT (CUP) 2012 -00001 (AB2013 -234) Brenner moved to recommend approval to the full Council. RESOLUTION AMENDING WHATCOM COUNTY RESOLUTION NO. 2013 -007 TO INITIATE CHANGES TO THE POINT ROBERTS CHARACTER PLAN (AB2013- 088A) Erin Osborne, Planning and Development Services Department, gave a staff report and stated this is to add an item to the docket. Brenner moved to recommend approval to the full Council. The motion to amend carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL — COMPREHENSIVE PLAN 1. ORDINANCE REPEALING THE 1986 LYNDEN - NOOKSACK VALLEY SUBAREA PLAN AND AMENDING PROVISIONS IN THE WHATCOM COUNTY COMPREHENSIVE PLAN RELATING TO SUBAREA PLANS (AB2013 -203) Brenner moved to recommend forwarding to concurrent review to the full Council. The motion to amend carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) 2. ORDINANCE REPEALING THE 1987 BIRCH BAY - BLAINE SUBAREA PLAN AND AMENDING PROVISIONS IN THE WHATCOM COUNTY COMPREHENSIVE PLAN RELATING TO SUBAREA PLANS (AB2013 -204) Brenner moved to recommend forwarding to concurrent review to the full Council. The motion to amend carried by the following vote: Ayes: Mann, Knutzen and Brenner (3) Nays: None (0) 3. ORDINANCE REPEALING THE 1986 CHUCKANUT -LAKE SAMISH SUBAREA PLAN AND AMENDING PROVISIONS THE WHATCOM COUNTY COMPREHENSIVE PLAN RELATING TO SUBAREA PLANS (AB2013 -205) Brenner moved to recommend forwarding to concurrent review to the full Council.
