CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 1:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Carl Weimer and Sam Crawford.
Absent: Bill Knutzen.
Also Present: Ken Mann, Barbara Brenner, Kathy Kershner and Pete Kremen.
COMMITTEE DISCUSSION
1. MARINE RESOURCES COMMITTEE PROJECT UPDATE (AB2013 -329)
Austin Rose, Public Works Department, submitted and read from a presentation (on
file). She described the location of the marine resources area and the history of the
Northwest Straits and National Marine Sanctuary system.
April Markiewicz, Marine Resources Committee Member, and Erika Douglas, Public
Works Department, continued the presentation regarding the MRC projects overview.
Kenneth Carrasco, Marine Resources Committee member, concluded the
presentation on the oil spill response workshop and other regional programs such as the
derelict gear program. The Northwest Straits Foundation and Marine Resources Committee
can work together to make grant money work stronger. The MRC program is an example of
how local residents can address local problems.
Brenner asked and there was discussion of:
• Whether there is a good native population of shellfish and mussels that can
thrive enough to dominate and prevent other invasive species.
• The increasing raccoon population.
• Bacteria that can reduce oil spills.

Mann asked and there was discussion of raccoon community latrine behavior.
Weimer stated no other advisory committee is as active in the community with its
projects.
Greg Brown stated the MRC should participate in the refinery oil spill response
preparation.

Weimer introduced the two new County staff working, including Gary Stoyka, Natural
Resources Manager, in addition to Austin Rose.
Gary Stoyka, Public Works Department, introduced himself and described his new
responsibilities with Whatcom County
OTHER BUSINESS
There was no other business.
