ROLL CALL (11:01:00 AM) Present: Ken Mann, Sam Crawford and Carl Weimer. Absent: None. Also Present: Barbara Brenner, Kathy Kershner and Pete Kremen. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO APPROVE A MEMORANDUM OF AGREEMENT BETWEEN WHATCOM COUNTY AND PROFESSIONAL & TECHNICAL EMPLOYEES 17 (AB2013 -293) Crawford moved to recommend approval to the full Council and asked who these people are. Wendy Wefer - Clinton, Administrative Services Department, gave a staff report and stated they are the Women, Infant, and Children (WIC) program providers. Brenner asked and there was discussion of the medical and health benefits for all County employees. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO RENEW INSURANCE FOR THE WHATCOM CHIEF FERRY FOR POLICY YEAR 09/30/2013 THROUGH 09/30/2014 (AB2013 -294) (11 :03:08 AM) Crawford moved to recommend approval to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND SEA MAR COMMUNITY HEALTH CENTERS FOR OUTPATIENT SUBSTANCE ABUSE SERVICES, IN THE AMOUNT OF APPROXIMATELY $203,000 PER YEAR FOR A TWO -YEAR PERIOD (AB2013 -296) (11 :03 :58 AM) Crawford moved to recommend approval to the full Council. Brenner stated she would like a presentation on the results of the outpatient treatment, including recidivism rates. Regina Delahunt, Health Department, stated they can schedule a short presentation at a meeting. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) S. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND CATHOLIC COMMUNITY SERVICES OF WESTERN WASHINGTON NW FOR OUTPATIENT SUBSTANCE ABUSE SERVICES, IN THE AMOUNT OF APPROXIMATELY $672,000 PER YEAR FOR A TWO -YEAR PERIOD (AB2013 -297) (11 :05 :39 AM) Crawford moved to recommend approval to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WHATCOM COUNSELING & PSYCHIATRIC CLINIC FOR OUTPATIENT SUBSTANCE ABUSE SERVICES, IN THE AMOUNT OF APPROXIMATELY $316,000 PER YEAR FOR A TWO -YEAR PERIOD (AB2013 -298) (11 :06 :03 AM) Crawford moved to recommend approval to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID 13 -64 AND ENTER INTO A CONTRACT FOR THE CONSTRUCTION IMPROVEMENTS TO THE LIGHTHOUSE MARINE PARK BOAT RAMP TO LOW BIDDER, HB HANSEN CONSTRUCTION, IN THE AMOUNT OF $241,058.79 (AB2013 -299) (11: 06:25 AM) Crawford moved to recommend approval to the full Council. Brenner stated and there was discussion of supporting this item because funding aren't coming from real estate excise tax (REED) 2 funds. Crawford stated it seems strange the State has funds for boating facilities given the fiscal environment. Kremen stated these funds may be dedicated for this type of use. The State transportation budget is very underfunded. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) 8. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID 13 -63 AND ENTER INTO A CONTRACT FOR THE CONSTRUCTION OF A CONCRETE PAD AT CENTRAL SHOP TO LOW BIDDER, NORTHERN CONCRETE AND CONTRACTING, IN THE AMOUNT OF $54,033 (AB2013 -300) (11 :08 :58 AM) Crawford moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Mann, Crawford and Weimer (3) Nays: None (0) 9. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO PURCHASE REPLACEMENT COMPUTERS FOR THE HEALTH DEPARTMENT THROUGH THE WASHINGTON STATE CONTRACT, FOR A TOTAL OF $62,158.14 (AB2013- 301) (11:09:21 AM) Weimer moved to recommend approval to the full Council. The following staff answered questions: • Jack Louws, County Executive • Brad Bennett, Administrative Services Department Crawford asked and there was discussion of whether this is part of a scheduled replacement program and if the replacement is necessary. He asked how the technology rent and revolve (TR &R) fund is funded. Kremen stated the computers in the Council Office are also old and need replacing.
