CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 11:04 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Ken Mann, Sam Crawford and Carl Weimer.
Absent: None.
Also Present: Kathy Kershner and Barbara Brenner.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE 2013 WHATCOM COUNTY BUDGET, SIXTH REQUEST,
IN THE AMOUNT OF $702,109 (AB2013 -178)
Weimer moved to recommend approval to the full Council.
Brenner asked if this deletes the park improvement fund.
Mann stated it does.
Brenner stated that shouldn't happen. She stated and there was discussion of the purpose
of the fund, whether or not it's being used.
Jack Louws, County Executive, answered questions. This item is the reduction of the full -
time equivalent (FTE) position in the amount of $94,000.
Mann stated they are removing the budget line, not the actual dollars.
Brenner referenced the real estate excise tax (REET) II funding and stated don't use it for
park purposes because they should use the funds for stormwater facilities.
The motion carried by the following vote:

COMMITTEE DISCUSSION
1. ANNUAL UPDATE FROM THE COMMISSION AGAINST DOMESTIC VIOLENCE
(AB2013 -168)
Susan Marks, Domestic Violence Commission Director, submitted a handout (on file, exhibit
A) and gave a report on the history of the Commission, impacts of domestic violence, and the focus
of the Commission's work this year.
Brenner asked and there was discussion about the pilot project at the Ferndale School
District.

Crawford asked and there was discussion of whether there is an effort to target at -risk
populations that have a higher rate of domestic violence and about recent reports of criminal rape
against female agricultural and undocumented workers.
Manuel Reta, Washington State Hispanic Commissioner, spoke and answered questions.
2. ANNUAL PRESENTATION FROM THE WASHINGTON COUNTIES RISK POOL
(AB2013 -183)
This item was withdrawn from the agenda.

2. ORDINANCE AMENDING ORDINANCE NO. 81 -06, AUTHORIZING THE TREASURER
TO ESTABLISH A FUND TO BE KNOWN AS THE WHATCOM COUNTY COMMUNITY
DEVELOPMENT FUND (AB2013 -179)
Weimer moved to recommend approval to the full Council.

3. ORDINANCE AMENDING ORDINANCE NO. 2011 -030, ESTABLISHING A PROJECT
BASED BUDGET TO FUND CIVIC CENTER EXTERIOR REPAIRS (AB2013 -176)

Weimer moved to recommend approval to the full Council.
Brenner asked what this is.
Jack Louws, County Executive, answered questions.
Mann asked and there was discussion of whether they have to amend the original ordinance
any time the cost changes within the project -based budget process.
Louws described the reason for installing a parking garage gate and an upcoming request to
spend money in the Public Defender's Office for lobby security.

4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO AWARD BID NO. 13-
33 TO THE LOW BIDDER, TRIMAXX CONSTRUCTION, INC. FOR THE LOWER
CANYON CREEK PHASE 2 RESTORATION PROJECT, IN THE AMOUNT OF
$2,268,758.60 (AB2013 -184) (11:47:39 AM)
Weimer moved to recommend approval to the Whatcom County Flood Control District
Board of Supervisors.
Brenner asked and there was discussion about the project not protecting them against a
100 -year flood event.

Brenner asked for a presentation that shows how many people have been housed for this $2
million.
Mann stated and there was discussion about his recent encounter with a homeless family
living in their car.
