CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 11:00 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL (12 :03 :53 PM)
Present: Ken Mann, Sam Crawford and Carl Weimer.
Absent: None.
Also Present: Barbara Brenner.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND MT. BAKER FOOTHILLS
CHAMBER OF COMMERCE FOR EXPENSES INCURRED IN THE PROMOTION OF
THE BAKER — BIRCH BAY TOURISM PROMOTION PROJECT, IN THE AMOUNT
OF $123,500 (AB2013 -053)
Mann stated this item was withdrawn from the agenda and will be rescheduled on
March 26. Not all parties could attend today.
Crawford stated and there was discussion of the Council's concern that the Birch Bay
Baker Tourism Group proposed an expansion to Point Roberts and Lummi Island and
whether that overlaps tourism promotion coverage with that of the Bellingham Whatcom
County Visitor's Bureau.
Alex Nephew, Hampton Inn, stated he is also on the Lodging and Tax Advisory
Committee (LTAC). He wanted to review the contract because they weren't necessarily
doing everything they said they were going to do. The advisory committee wanted to know
if they have to continue paying the grant because they weren't doing what they wanted
when they started adding other areas. This started because Dewey Desler had an idea to
branch out. The idea was the Hampton Inn would be annexed into the City, but they don't
know when that will happen, or if it will happen at all. All the grant money, of which the
Hampton Inn is the majority provider, is to keep the tourism flowing. He is happy to start
something that will promote more tourism tax dollars in outlying areas in the county.
However, they weren't going through with what they said they would do, so the LTAC
decided to review what was happening. The idea was to have proof to show how many
people were coming to Whatcom County as a result of this promotion. If the promotion isn't
worthwhile, they don't want to fund it anymore.
Crawford asked Mr. Nephew to get the LTAC meeting together before the next
Council meeting on this issue to come up with a recommendation.
2. ORDINANCE AMENDING THE 2013 WHATCOM COUNTY BUDGET, THIRD
REQUEST, IN THE AMOUNT OF $446,257 (AB2013 -092) (12 :17 :02 PM)
Crawford moved to recommend approval to the full Council. He asked and there
was discussion of the use of the black armored vehicle.

Jeff Parks, Sheriff's Office, answered questions and gave a staff report
Brenner asked and there was discussion of what happens to the marijuana after it's
dried on the drying rack and whether they can get it to the medical marijuana community
instead of destroying it.

COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND THE
OPPORTUNITY COUNCIL FOR HOMELESS SERVICE CENTER
ADMINISTRATION IN THE AMOUNT OF $30,000, FOR A TOTAL AMENDED
CONTRACT IN THE AMOUNT OF $1,782,705 (AB2013 -096)
Crawford moved to recommend approval to the full Council.
The motion carried by the following vote:

2. RESOLUTION CANCELING UNCOLLECTIBLE PERSONAL PROPERTY TAXES
