CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 10:00 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Ken Mann and Sam Crawford.
Absent: Carl Weimer.
Also Present: Kathy Kershner, Barbara Brenner, Bill Knutzen and Pete Kremen.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, NINTH REQUEST,
IN THE AMOUNT OF $1,020,100 (AB2013 -270)
Crawford moved to recommend approval to the full Council.
Brenner asked and there was discussion of why this isn't being handled through the
Conservation District.
Mark Personius, Planning and Development Services Department, stated the County
has a contract with the Land Trust from January 2012 through December 2014. After that
they can request proposals.
Knutzen asked and there was discussion of whether there was a request for
proposals (RFP) process to contract with the Land Trust for purchase of development rights
(PDR) program easement management.
Jack Louws, County Executive, stated staff would look into and provide history on the
Land Trust contract.
Brenner asked and there was discussion of the zone this land is in and the taxes paid
on the property.
Samya Lutz, former Planning and Development Services Department staff, answered
questions.
Mann stated he will vote against the request because he is opposed to using
economic development funds to pay for a City's water treatment plan upgrade.
The motion failed by the following vote:

Crawford moved to recommend approval to the Whatcom County Flood Control
Zone District Board of Supervisors.
Knutzen asked and there was discussion of what projects are included.
Kraig Olason, Public Works Department, answered questions.
Brenner asked and there was discussion of increased oversight. Olason stated it
allows the grant managers, the Environmental Protection Agency (EPA), to have increased
oversight if they choose.
Brenner asked the percentage of this money that will go toward the extra Ecology
requirements. Olason stated the extra requirements from Ecology are only grant reporting
requirements.
Knutzen asked and there was discussion of whether local companies bid in the
request for proposal (RFP) process.

recent behavior of security staff.
