CALL TO ORDER
Committee Member Sam Crawford called the meeting to order at 11:04 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Ken Mann, Sam Crawford and Carl Weimer.
Absent: None.
Also Present: Barbara Brenner.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 3.37.070,
CHEMICAL DEPENDENCY/ MENTAL HEALTH PROGRAM FUND OVERSIGHT
ADVISORY COMMITTEE (AB2013 -130)
Ann Deacon, Health Department, gave a staff report.
Weimer moved to recommend adoption to the full Council.
Crawford asked and there was discussion of a recommendation from the Behavioral
Health Revenue Advisory Committee (BHRAC) to spend sales tax money on the Catholic
Community Services proposal.
Brenner stated this should have been on the Behavioral Health Revenue Advisory
Committee's meeting agenda, and she would have attended. The advisory committee
members did not get the other side of the story. Both sides should have been strongly
supported. She stated and there was discussion of an actual change to the funding advisory
board, which will result in a go- around of the advisory board and the Council.
Crawford asked and there was discussion of whether the Funding Advisory
Committee will exist separate from the Behavioral Health Advisory Board; what happens if
the amendment is made; and whether the old Mental Health Advisory Board, the old
Substance Abuse Advisory Board, or the new Behavioral Health Advisory Board weighed in
on the Catholic Community Services proposal. Deacon stated it appears the old boards
recommended that the new advisory board take it under consideration.
Crawford asked and there was discussion of whether there is merit in continuing to
have both the Behavioral Health Advisory Board and the BHRAC, the difference between the
Behavioral Health Advisory Board and the Funding Advisory Board, and the appropriate
model for geographically locating services. He would like the advisory boards to consider
the location of the services and make a recommendation. There has not been a discussion
about whether these services should be concentrated in one area or disbursed.

Mann asked and there was discussion of who the Behavioral Health Advisory Board
advises and who the Behavioral Health Revenue Advisory Committee advises, and which
groups made a recommendation on the Catholic Community Services project.
Brenner stated and there was discussion of the BHRAC advising the Executive and
bypassing the County Council.
Jack Louws, County Executive, answered questions about spending authority.
Brenner stated and there was discussion of the amendment reducing the number of
committee members and not including a councilmember.

Weimer moved to recommend approval to the full Council.

THE ANNUAL SUPPLY OF QUARRY ROCK, GRAVEL AND OTHER MATERIALS
FOR USE AS NEEDED FOR VARIOUS COUNTY MAINTENANCE PROJECTS, AND
SELECT THE APPROPRIATE VENDOR AS DICTATED BY THE SPECIAL
CIRCUMSTANCES OF EACH PARTICULAR JOB, IN AN AMOUNT TO EXCEED
