CALL TO ORDER
Committee Chair Sam Crawford called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Present: Sam Crawford, Rud Browne and Barry Buchanan.
Absent: None.
Also Present: Barbara Brenner, Pete Kremen, Ken Mann
EXECUTIVE REPORTS
The Executive reported on the following items:
• The County has received the contribution from Lummi Reservation and will
continue to work with Ferndale and Bellingham for their contributions.
• The County is working with the City of Bellingham on the new Jail
• He recently attended a meeting with other elected county executives.
• The new website kickoff meetings are going well.
• The Finance Department is busy working on the budget. They will move
toward a project -based budget.
• The unrepresented resolution will come forward in December.
• He will attend the Washington State Association of Counties (WSAC)
conference in Spokane next week.
• Tyler Schroeder and Dan Gibson are working on the Comcast franchise
contract. He asked if the Council would prefer an open session or executive
session to discuss that issue.
The Committee discussed the Comcast franchise agreement.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE AMENDING THE 2014 WHATCOM COUNTY BUDGET,
SEVENTEENTH REQUEST, IN THE AMOUNT OF $77,912 (AB2014 -341)

Buchanan moved to recommend approval to the full Council
The Committee discussed how much the County pays Aramark and the floor
replacement.

COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND BECKWITH CONSULTING
GROUP FOR ASSISTANCE WITH THE 2016 COMPREHENSIVE PLAN UPDATE
TO THE HOUSING CHAPTER, IN THE AMOUNT OF $25,000 (AB2014 -346)
Browne moved to recommend approval to the full Council.
The Committee discussed the scope of work and the amount of the contingency.
Mark Personius, Planning and Development Services Department, answered
questions.

2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO RENEW
INSURANCE FOR THE WHATCOM CHIEF FERRY FOR POLICY YEAR 01/01/15
THROUGH 01/01/16 (AB2014 -347)
Buchanan moved to recommend approval to the full Council.
The motion carried by the following vote:

3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON
STATE DEPARTMENT OF ECOLOGY TO FUND ADMINISTRATIVE AND ACTION
PROJECTS FOR THE WHATCOM COUNTY MARINE RESOURCES COMMITTEE,
IN THE AMOUNT OF $74,018 (AB2014 -348)
Browne moved to recommend approval to the full Council.
The Committee discussed the County's obligation to work on the program through
the Puget Sound Partnership (PSP), regional versus local objectives, tasks of the Marine
Resources Committee (MRC).
Austin Rose, Public Works Department, answered questions.

The Committee discussed the Finance Committee and Council's schedules for
working on upcoming agenda items and the 2015 -2016 Budget.
