CALL TO ORDER
Committee Chair Ken Mann called the meeting to order at 3:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Ken Mann, Barbara Brenner and Rud Browne.
Absent: None.
Also Present: None.
COMMITTEE DISCUSSION
1. DISCUSSION OF PROPOSED ORDINANCE APPROVING A REZONE REQUEST
FOR FIVE ACRES AT THE INTERSECTION OF SLATER ROAD AND ELDER ROAD
FROM NEIGHBORHOOD COMMERCIAL (NC) TO RURAL GENERAL
COMMERCIAL (RGC) (AB2014 -331)
Browne stated he is recusing himself from the discussion and vote.
Gary Davis, Planning and Development Services Department, referenced the
substitute concomitant agreement submitted earlier (on file) and gave a staff report.
John Sitkin, applicant attorney, submitted a substitute site map (on file). The
neighbor, Mr. Daugart, has agreed to the new site map. The concomitant agreement was
modified to reflect the changes that they all agreed on.
The committee discussed activities that can occur in conjunction with the used car
sales, what happens with the zone if the property is sold, and how many auto spaces are
allowed for selling cars.
Brenner stated she would like the agreement to indicate that there will be no oil
changes. Sitkin stated they can add a prohibition on oil changes and mechanical work to
the agreement.
Larry Jordan stated his storage unit does not allow him to do any repairs. All he's
doing is renting some property to put cars that are for sale.
Mann stated the committee will not make a recommendation before the public
hearing tonight.
Brenner stated she's impressed with the information now contained in the
agreement. She doesn't like it when zoning is done this way, but the applicant did make a
greater effort than he could have, which she appreciates.

Davis asked for clarification on the two additions. One item is the limitation on the
number of cars to be sold.
Mann stated the other was to make it clear what types of activities aren't allowed
that could be a part of an automobile sales lot, such as changing oils or body work, for
example.

There was no other business.
