Assistant Director DATE: August 29, 2001 RE: CRP 998026, Alderwood /Airport/W. Bakerview Road Improvement Project Request for Additional County Funds This project is listed as Item No. 9 on the 2001 Annual Construction Budget that was adopted by Council on November 14, 2000. Earlier this year, the Transportation Improvement Board (TIB) notified us that this project was selected for $977,500 in State funds. We then went forward and advertised the project in May, and on June 12, 2001, the council awarded this project to the low bidder, Wilder Construction Company in the amount of $1,230,825.19. The original project scope included a structural overlay for the entire length of 1.2 miles, and major widening with curb, gutter and sidewalks for 0.3 miles. When we submitted the construction phase prospectus to the TIB for approval, they informed us that sidewalks on both sides were required on the entire length of the project. Although our application for funds clearly stated our intent of placing sidewalks for only Ya of the project, the Board insisted that the funds were in jeopardy if we didn't change our design. In doing so, the additional construction costs will exceed 10 percent of the contract amount. However, if we don't include these changes in our project, we will lose many more dollars in State funding. We therefore request that the Council authorize the expenditure of an additional $181,728 toward the completion of this project. This will raise the authorized construction contract amount to $1, 412, 553.00, and raise the total project budget to $1,632,553.19. To help offset some ofthis cost, the Transportation Improvement Board increased our grant funds by an additional $100,000. Sufficient funds exist within the annual construction program budget to cover this additional expense. \rsw \BGM INTRODUCED BY CONSENT IV "IZ4L9 0 If1C DATE SEPTEMBER 11, 2001 RESOLUTION NO. 2001 -048 RESOLUTION AUTHORIZING ADDITIONAL COUNTY ROAD CONSTRUCTION FUND AUTHORIZATION FOR COUNTY ROAD PROJECT NO. 998026 ALDERWOOD /AIRPORT/W.BAKERVIEW ROAD IMPROVEMENTS WHEREAS, Whatcom County Resolution 2001 -029 authorized the total project expenditure of $1,450,825.19 for road improvements in the Alderwood/Airport/W. Bakerview Road corridor, of which $1,230,825.19 was designated for the construction contract with Wilder Construction Company; and WHEREAS, state funding for this project is contingent on the addition of 4000 feet of curb, gutter and sidewalk which was not part of the original project scope; NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby authorizes the additional expenditure of $181,728 for the completion of these required improvements.
