The Growth Management Act requires Counties to plan for essential public facilities. The County has started this process by adoption of County-Wide Planning Policies and Comprehensive Plan policies. However, the Comprehensive Plan calls on the County to establish an advisory committee to: (1) Develop site selection criteria; (2) Develop an approval process; and (3) Develop an appeal process for essential public facilities. The request is to establish an Essential Public Facilities Advisory Committee as called for in the Whatcom County Comprehensive Plan. ADS Facilities Management ADS Finance ADS Human Resources ADS Info Service Assessor Auditor Cooperative Extension Dimon Court Erecuave Dearty, Desler Health Hemeng E`antner jail COUNCIL ACTION TAKEN: 2001-162 5/15/2001: Amended and approved 6 -1, Brenner opposed, Res. 62001 -022 But Related File Numbers: jQ1eaae Parks Planning Hal K Hart Prosecutor Public Works Sheri Superior Court Treasurer Other Ordinance or Resolution Number (this item): RES $k ZCD1 DZ I nning Diviuisn�ssential Public FacbtbesWgenda Billdoc 5115/01 SPONSORED BY: Administration PROPOSED BY: Administration INTRODUCTION DATE: 5115101 RESOLUTION NO. 200 1 -022 ESTABLISHING THE WHATCOM COUNTY ESSENTIAL PUBLIC FACILITIES ADVISORY COMMITTEE WHEREAS, the Growth Management Act requires local jurisdictions to plan for essential public facilities (RCW 36.70A.200); and WHEREAS, essential public facilities include those facilities that are typically difficult to site, such as: Airports, state education facilities, state and regional transportation facilities, state and local correctional facilities, solid waste handling facilities, substance abuse facilities, mental health facilities, and group homes; and WHEREAS, Whatcom County took the first step in this planning process in 1993 by adopting, in cooperation with other jurisdictions, County-Wide Planning Policies for "Siting of Public Facilities" (see County-Wide Planning Policies K -I through K -6); and WHEREAS, Whatcom County took the second step in this planning process in 1997 by adopting the Whatcom County Comprehensive Plan, which includes policies applicable to essential public facilities (pp. 2 -93 to 2 -95); and WHEREAS, the third step in this planning process is to "Establish an Essential Public Facility Advisory Committee to develop a site selection criteria, approval and appeals process for essential public facilities" (Comprehensive Plan, Chapter 2, Action Plan item # 49, p. 2 -102); and WHEREAS, Comprehensive Plan Goal 2YY is to "Provide for broad participation in the siting process by affected agencies, citizens and any other interested parties" (p. 2 -95). NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that an Essential Public Facilities Advisory Committee is hereby established. This Committee shall have three specific purposes: 1. To develop site selection criteria for essential public facilities; and 2. To develop an approval process for essential public facilities; and 3. To develop an appeal process for essential public facilities. BE IT FURTHER RESOLVED that the Essential Public Facilities Advisory Committee will be appointed by the County Executive and confirmed by the County Council. The Committee will have 11 members representing the following: 1. Port of Bellingham (one member); and 2. State Department of Transportation, Regional Transportation Planning Organization, or County Public Works staff (one member); and 3. County Jail Administration (one member); and 4. County Health & Human Services Department (one member); and 5. Substance abuse facility, mental health facility or group home provider (one member); and 6. City of Bellingham representative (one member); and 7. City representative from one of the six smaller cities (one member); 8. Citizen representatives (two members); 9. Representatives from the business community (two members). BE IT FURTHER RESOLVED that the committee should complete its work and make recommendations to the County Council by Much 15, 2002. The Essential Public Facilities Advisory Committee shall automatically be disbanded after it completes the work set forth in this resolution; and BE IT FURTHER RESOLVED that meetings of the committee shall be open and accessible to the public. A written record of recommendations shall be kept and such records shall be public (meeting minutes do not need to be taken). The committee shall elect a chairperson from among its members who shall preside at its meetings; and BE IT FURTHER RESOLVED that the Department of Planning and Development Services will provide staff assistance.
