SUMMARYSTATEMENT.- Mineral resource action item # 11 in the Whatcom
County Comprehensive Plan is to:
Budget, initiate and complete a Comprehensive Construction Aggregate
Study (CCAS) to document the short and long range availability and
location of quality mineral resources, to be completed within five years
of the adoption of this comprehensive plan ...
This five year time frame expires in approximately one year. Therefore, staff is
bringing forward:
1. DNR's Bellingham Quadrangle sand, gravel and bedrock study for review by
the Council; and
2. The SMAC's recommendations to provide joint funding with DNR of a
similar study of the eastern part of the County (the ML Baker Quadrangle).
Staff recommends that the Council take action on this request in order to address
mineral resource availability and compliance with action item # 11.

RESOLUTION NO. 2001 -021
STUDY OF MINERAL RESOURCES IN EASTERN
WHATCOM COUNTY
WHEREAS, the Growth Management Act (RC W 36.70A.131) requires the County to
periodically review its mineral resource land designations and consider new information made
available since these lands were designated; and
WHEREAS, Mineral resources action item # 11 in the Whatcom County Comprehensive
Plan is to "Budget, initiate and complete a Comprehensive Construction Aggregate Study
(CCAS) to document the short and long range availability and location of quality mineral
resources, to be completed within five years of the adoption of this comprehensive plan ..." This
five -year period ends in May of 2002; and
WHEREAS, the Department of Natural Resources has completed a study of the western
and central portions of Whatcom County entitled Reconnaissance Investigation ojSand, Gravel,
and Quarried Bedrock Resources in the Bellingham 1:100, 000 Quadrangle, Washington
(January 2001); and
WHEREAS, the Whatcom County Surface Mining Advisory Committee reviewed this study of
the Bellingham Quadrangle and, in a memo of April 11, 2001, concluded that the ". . . DNR
study estimates indicate that these (mineral resource) reserves may be exhausted in less than 15
years. Industry experts suggest the figure is closer to 10 years .. "
WHEREAS, the Whatcom County Surface Mining Advisory Committee, in their memo
of April 11, 2001, also stated that the Bellingham Quadrangle study:
...did not address potential bedrock resources in eastern Whatcom County. For the
SMAC to make recommendations to the Council as to the available construction
aggregate resources in Whatcom County it is necessary that a similar study be conducted
on the Mi. Baker Quadrangle to the east. The DNR does not have sufficient funding to
undertake this study by itself, but could do so if Whatcom County participated in cost
sharing.
The Mt. Baker Quadrangle study is critical to gain a full understanding of the mineral
resources available in Whatcom County. Therefore, the Surface Mining Advisory
Committee, by consensus, hereby recommends that Whatcom County enter immediate
negotiations with DNR to ensure that this essential study is initiated and completed
promptly.
WHEREAS, the availability of mineral resources is essential to the economic health of
Whatcom County;
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby
directs the County administration to enter negotiations with the State Department of Natural
Resources to jointly fund a mineral resource study for the Mt. Baker Quadrangle. The County's
share of the costs shall not exceed $ 15, 000.00 .

Subject: Funding for Aggregate Study
The State Department of Natural Resources (DNR) recently conducted a study of
aggregate resources entitled Some Significant Sand. Gravel. and Quarried Bedrock
Resources in the Bellingham 1.100,000 Quadrangle, Washington. The DNR study
estimates indicate that these reserves may be exhausted in less than 15 years. Industry
experts suggest the figure is closer to 10 years.
However, the report did not address potential bedrock resources in eastern Whatcom
County. For the SMAC to make recommendations to the Council as to the available
construction aggregate resources in Whatcom County it is necessary that a similar study
