Subject: Telegraph Road/James Street Road Intersection Improvements
CRP 999019
Dear Mr. Kremen:
Bid proposals for the subject project were opened at 2:30 p.m., Tuesday, March 6, 2001. Based
on a review of the eight bids received, it is recommended that the contract for the subject project
be awarded to the low bidder, Harkness Contracting Inc. in the amount of $395,077.50 including
taxes.
This project is listed as Item No. 8 on the 2001 Annual Construction Budget which was adopted
by Council on November 23, 2000. Sufficient funds exist to complete the project. Local and
private funds we involved.
Attached for your review is a copy of the low bid proposal, tabulation of all bids, Resolution for
Contract Award, Whatcom County Contract Information Sheet, and a Whatcom County Council
Agenda Bill. Please signify on the Approval For Contract Award page your approval to award
the contract to Harkness Contracting Inc.

ESTABLISHING COUNTY ROAD PROJECT NO. 999019
AND THE AWARD OF CONTRACT FOR THE
TELEGRAPH ROAD /JAMES STREET ROAD
INTERSECTION IMPROVEMENTS
WHEREAS, this project is included in the officially adopted Annual Road Program as Item
No. 8.
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County-Council:
That CRP 999019 is formally established for the Telegraph Road/James Street Road
Intersection Improvement Project.
The Contract for this project is awarded to Harkness Contracting Inc. in the amount of their
bid of $ 395,077.50
An appropriation from the officially adopted Road Fund Budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purposes shown:
