9 ACCEPTING THE WHATCOM COUNTY SOLID WASTE
10 EXECUTIVE COMMITTEE'S RECOMMENDATION REGARDING THE
11 SOLID WASTE SPECIALIST POSITION

13 WHEREAS, pursuant to RCW 70.95.080, Whatcom County government,
14 in cooperation with various cities located within Whatcom County, has
15 prepared a Comprehensive Solid Waste Management Plan (the Plan); and
16
17 WHEREAS, Whatcom County has entered into an interlocal agreement
18 with each of the cities, allowing the County to take a leadership role in
19 implementation of the Plan; and
20
21 WHEREAS, the interlocal agreements call for the formation of an
22 Executive Committee, consisting of the County Executive and the mayor (or
23 mayor's representative) from each city; and
24
25 WHEREAS, one of the annual responsibilities of the Executive
26 Committee is to review and approve program items which shall be forwarded
27 to the County Executive for inclusion in the Executive's proposed annual
28 budget; and
29
30 WHEREAS, included in the Executive Committee's recommendations
31 for the 2001 Budget was funding for the position of Solid Waste Specialist in
32 the Whatcom County Public Works Department; and
33
34 WHEREAS, on November 24, 2000, the County Council took action to
35 redefine the Solid Waste Specialist position to a higher technical position;
36 and
37
38 WHEREAS, the Executive Committee met on December 11, 2000, to
39 discuss the action taken by the Council and voted unanimously that the Solid
40 Waste Specialist position should be reinstated as originally recommended in
41 the County Executive's proposed 2001 Budget; and

43 WHEREAS, the Executive Committee has asked the Council to
44 reconsider its November 24, 2000, decision: and

2 WHEREAS, in the event the Executive Committee and the Council are
3 unable to reach agreement in this matter, the Executive Committee requests
4 the parties enter into binding arbitration as outlined in Subsection E of the
5 interlocal agreements between Whatcom County and the cities.

7 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
8 accepts the recommendation of the Solid Waste Executive Committee and
9 supports reinstatement of the Solid Waste Specialist position as outlined in
10 the County Executive's proposed budget for 2001.

12 BE IT FINALLY RESOLVED that the Whatcom County Council
13 recommends that the County Executive implement funding for the Solid
14 Waste Specialist position consistent with the recommendations of the Solid
15 Waste Executive Committee.
