RESOLUTION NO. 2001 -002
A RESOLUTION OF WHATCOM COUNTY, CITY OF BELLINGHAM,
WHATCOM COUNTY FIRE DISTRICTS, AND OTHER COUNTY
MUNICIPALITES, SUPPORTING THE CREATION OF A STRATEGIC PLAN
FOR FUTURE DELIVERY OF PRE - HOSPITAL EMERGENCY MEDICAL
SERVICES IN WHATCOM COUNTY.
Whereas, the pre - hospital emergency medical services (EMS) system currently provides,
and the citizens of Whatcom County have come to expect, a very high level of care; and,
Whereas, pre - hospital EMS in Whatcom County is predominantly provided through the
fire service; and,
Whereas, local governments, fire districts and other agencies provide financial and
operational support to the EMS system; and,
Whereas, Whatcom County and the City of Bellingham are major financial partners in
providing the Whatcom Medic One component of this fire based EMS system; and,
Whereas, the population of the County is increasing and the demand for EMS is also
increasing; and
Whereas, the future commitment of resources to the EMS system by Whatcom County,
the City of Bellingham, local fire districts and county municipalities must be addressed;
and,
Whereas, Whatcom County, the City of Bellingham, the Whatcom County Fire
Commissioners Association and the Whatcom County Association of Fire Chiefs have
expressed a desire to engage in a strategic planning process for future delivery of EMS
services to Whatcom County citizens; and
Whereas, such planning process must build on past successes, recognize the
contributions of all providers, ensure the continued delivery of high quality patient care,
and maximize the efficient use of the resources of all providers;
Now, therefore, in consideration of the premises stated herein, the undersigned agree to:
1. Support establishing a strategic planning committee for the future delivery of EMS
services in Whatcom County comprised of representatives from Whatcom County,
the City of Bellingham, county fire districts and county municipalities and others as
approved by the Emergency Medical and Ambulance Advisory Board;
2. Propose representatives, as requested, for approval by the Ambulance Advisory
Board in timely fashion;
3. Review and consider for approval, a comprehensive plan proposed by the strategic
planning committee that ensures an efficient, cost - effective EMS system in Whatcom
County for the next decade and beyond.
