'"4k ordinance establishes the Inmate Trust Fund, which will be

ESTABLISHING THE INMATE TRUST FUND
8 WHEREAS, Whatcom County holds in trust money taken from inmates when they are booked
9 into the Whatcom County Jail and

11 WHEREAS, inmates may be allowed to purchase items for personal consumption from money
12 held on their behalf by Whatcom County.

14 WHEREAS, establishing a separate fund for Inmate money held in trust by Whatcom County
15 will accountability. .

17 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a new fund is
18 hereby established, titled the "Inmate Trust Fund." This new fund shall be dedicated to
19 accounting for inmate money held in trust. The County Sheriff shall be responsible for
20 administration of the fund.

I submitted two ordinances last week for your consideration. If adopted, these ordinances will create
two new funds, the Supplemental Retirement Fund and Inmate Trust Fund. I believe these funds are
necessary for good accountability in these areas.
Because we want to keep the number of funds as low as possible, I will be drafting an ordinance for
introduction at the next council meeting that proposes the elimination of fifteen funds that are no
longer necessary.
