HomeMy WebLinkAboutord1979-0811 2 3 I 4 5 6 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 a DATE December 6, 1979 INTRODUCED BY McIntyre PROPOSED BY Prosecuting Attorne ORDINANCE NO. 79 -81 AN ORDINANCE AMENDING THE ORDINANCE NO. 79 -66 AUTHORIZING THE CONSOLIDATION OF THE THREE (3) ROAD DISTRICTS AND ESTABLISHING ONE (1) COUNTYWIDE ROAD DISTRICT; AND AMENDING THEREOF TO REFLECT THAT ONE TAXING DISTRICT SHALL BE CREATED FOR THE 1980 ASSESSMENT YEAR FOR THE COLLECTION OF 1981 TAXES. WHEREAS, the Whatcom County Home Rule Charter Section 3.22(a) provides for the supervision of all county administrative offices established by the Charter or created by the County Council under the County Executive as Chief Executive Officer of the County; and WHEREAS, it has been determined by the Whatcom County Council that more efficient and economical administration of the county road system will result by the consolidation of the three (3) existing road districts and the consolidation of each compon- ent taxing districts; and WHEREAS, Whatcom County has an existing department of public works and it has been determined by the County Council that the operation of the road district is a proper function of the department of public works, in accordance with the department structural plan dated October 25, 1979; NOW, THEREFORE, BE IT ORDAINED: Ordinance - 1. i 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Yr Section. 1: That one (1) Countywide road district be established with consolidated operations as part of the function of the Department of Public Works. Section 2: One (1) taxing district shall be created through the consolidating of the three (3) taxing districts for purposes of the 1980 assessment for the collection of 1981 taxes, which shall be entitled County Road District. Section 3: Boundaries of the consolidated road district shall be the entire unincorporated area of Whatcom County. Section 4: Monies levied for road purposes shall continue to be credited and deposited to the Bounty Road Fund. Section 5: Regular property tax payable for the one (1) consolidat- ed taxing district shall not exceed 106% of the sum of the amount of the regular property taxes lawfully levied for each component taxing district in the highest of the three (3) most recent years in which such taxes were levied for such district plus additional dollar amounts calculated by multiplying the increased and assessec value in each component district resulting from new construction and improvements to property by the regular property tax rate of each component district for the preceding year pursuant to R.C.W. 84.55.020.
