ORDINANCE NO. 79 -66
AN ORDINANCE AUTHORIZING THE CONSOLIDATION
OF THE TRHFE WHAT.COM COUNTY ROAD DISTRICTS
AND ESTABLISHING ONE COUNTY WIDE ROAD DIS-
TRICT; AND PROVIDING FOR THE CONSOLIDATION
OF THE THREE ROAD DISTRICT LEVIES-AS AUTH-
ORIZED BY- WHATCOM COUNTY HOME RULE CHARTER
SECTION 2.20(c) AND REPEALING P.LL OTHER
ORDINANCES OR PARTS OF ORDINANCES IN CON-
FLICT HEREIN.
and Codes
WHEREAS, the Whatcom County Home Rule Charter Section 3.22
(a) provides for the supervision of all county administrative
offices established by the Charter or created by the County
Council under the County Executive as Chief Executive Officer of
the County; and
WHEREAS, it has been determined by the Whatcom County
Council that more efficient and economical administration of the
county road system will result by the consolidation of the three
(3) existing road districts and the consolidation of each component
taxing districts; and
WHEREAS,- ir?hatcom County has an existing department of public
works and it has been determined by the County Council that the
operation of the road district is a proper function of the

department of public works, in accordance with the department
structural plan dated October 25, 1979;

1 NOW, THEREFORE BE IT ORDAINED that one County wide road
2 district be established with consolidated operations as part of
3 the function of the Department of Public THorks. One taxing
4 district created through the consolidation of the three (3) taxing
5 districts.

7 BE IT FURTHER ORDAINED AND ESTABLISHED that the regular
8 property tax pavable in the following year shall not exceed 106
9 of the sum of the amount of the regular property taxes lawfully
10 levied for each component taxing district in the highest of the
11 three most recent years in which such taxes were levied for such
12 district plus additional dollar amounts calculated by multiplying
13 the increased and assessed value in each component district
14 resulting from new construction and improvements to property by
15 the regular property tax rate of each component district for the
16 preceding year pursuant to R.C.W. 84.55.020.
